Set it up so that earth's sea levels rose to the point where only the wealthiest can live on land and most people are stuck in underwater colonies, and then have the PCs be a police force that use mini submarine-mecha to take on crime( mecha for inside the colonies, subs for outside the colonies) and deal with the occasional conspiracy, with lots of fun downtime for police shenanigans.I would probably just use a modified Mekton Zeta since I like the versatility the game has for building mecha and the core system is super satisfying to me. Miki does her best work here, BioGoji is the definitive Heisei Godzilla design, and the special effects are top notch (Biollante is a marvelous invention). On the lesser side, there are a few sour performances and haphazard choices in music and the editing of the music. While nothing special, the human elements of this movie are more interesting than those of Return of Godzilla and Godzilla vs Destoroyah.

In that respect it's similar to the soundtrack of vs Hedorah, from which I always tend to remember the more annoying bits, but when I gave the full ost a listen, it had good parts that for some reason I didn't recall that vividly.
