A pendulum is simply an evenly weighted object on a chain/string. If you have a ring and a necklace, you have a pendulum. Many things can serve as a pendulum which is part of their utility.

Id really recommend you read Hijinks text link in the OP which lists a ton of ideas, but isn't even close to complete to every possible type of divination.

This really comes down to what kind of divination you are attracted to.

If you like cards, playing card cartomancy has worked for centuries and you can get into it for about tree fiddy and it has a long history of techniques and schools to study from.

Dominoes are more expensive than playing cards but definitely still in the realm of 'inexpensive'. These two have several schools of practice you could learn from.

Two dozen rocks, sticks, bottlecaps or whatever could be made into a functional rune set basically for free.

If you're really dedicated to tarot specifically, you could get two sets of playing cards, some paper and hand-draw your own set of tarot cards with some research on the images. This would actually be super useful in learning the system too.

Other systems make use of broken bits of coconut, a handful of shells, making marks in sand with their fingers, the remains of a chicken dinner, three coins... honestly theres a million ways to practice divination that cost next to nothing, you can do it if you're willing to research and learn.
