No, because of the timing it’s nearly impossible that runes are derived from Ktav Ivri, and they may not even have coexisted at all, though this does not prevent derivation or at least influence from a Semitic alphabet. (btw I know this seems pedantic but you are talking about the elder futhark which predates Vikings by some 5-600 years).

But meanwhile Johan Bure’s/Johannes Bureus’ influence on the modern reception of runes continues to have influence, and there’s urgent need to uproot and discard it. Bure was a 16th/17th-century mystic who believed that the runes (the 15-rune younger futhark, because neither could he make sense of the 16th rune nor did it fit in his proposed system) were the original esoteric alphabet, and that the “Goths” (a.k.a. Swedes) were God’s true chosen people, and that the Hebrew alphabet was a later, degraded ripoff of the runes. He called the runes the “Gothic Kabbalah.” Here is an article about him.

(Note that this can absolutely not be excused as him being a “product of his time”; at the same time the Danish Ole Worm and his Icelandic contacts were busy beginning the tradition that modern runology can be traced back to and they all also believed ridiculous shit like everyone else then but still held themselves to philological standards and advanced them. There is also discussion of magic and religion within this tradition e.g. by Grunnavíkur-Jón Ólafsson and Björn Jónsson á Skarðsá but nobody has ever given a shit about it outside of Iceland and Russia).

Perceived resemblance between runes and Kabbalah in modern times is derived from this drivel. Of course he won’t come out and say it point-blank (although it can be inferred) but the famous modern rune author Stephen Flowers (pen name Edred Thorsson) relies on this as a justification for nearly everything he writes about runic mysticism. Thorsson refers to mystical use of the runes as a spiritual technology for achieving communion with Óðinn or becoming “Óðinn-like” which is literally what Bure himself said, the one insignificant difference being that for Bure the emphasis was on God the Father, for whom Óðinn was a poetic/symbolic equivalent. Thorsson also writes that the transition from elder to younger futhark was guided by a class of runic mystics to preserve the mysteries intact which is lifted directly from Bure who wrote the same about the transition from paganism to Christianity. This is why most modern runic mysticism – which these Nazi fucks take part in wholeheartedly:

• and is therefore inherently antisemitic
• and has fuck all to do with pre-Christian Scandinavian or Germanic culture

Also, the Scandinavian black book/galdraskræður/grimoire tradition that produced all these runic and semi-runic symbols and sigils that everyone is getting tattooed on them (including for example symbols used  by white nationalists) is also transparently full of Jewish influence. Without dismissing the antisemitism that was contemporary to Europe at the time the galdraskræða tradition is better described as a product of cultural exchange and blending than “Nordic.” 

An interesting side-note is that Ólafr hvítaskáld Þórðarson who wrote two chapters about rune-writing in his grammatical treatise from about 1250 believed that the rune ᛦ ýr was derived from the Hebrew alphabet.

Ktav ‘Ivrí is just fancy Hebrew for ‘Hebrew writing’. Just say ‘Hebrew letters’ or something, it just sounds ridiculous.
