• An estimated 177,174 children with life threatening severe acute malnutrition (SAM) were treated from January to October 2018. The children reached represent 102 per cent of the overall UNICEF 2018 planning target of 173,000 SAM children.
• A UNICEF-supported inter-agency assessment found 102 children, all boys, reported to be associated with the Puntland forces in Tukaraq military base, in need of further screening and separation from the military.
Introduction
By the end of 2018, the Sigmah project will have merged with TolaData. As Sigmah is an open source software project, all its technical contents will remain available free of charge on its software forge and the archive page of its documentation. But Sigmah is not simply an IT project. First and foremost, it is a collective attempt to put a vision into practice: a centralised project management application created by and for international aid organisations.

1. General Overview:
I. The last winter season (2017/2018), was mild as compared to 2017 but with severe cold temperatures. Minus 14 degree was reported in Badakhshan, Bamyan, Daykundi, Paktyia and Ghazni while temperature in Kabul went to minus 8 degree during the winter. There were few incidents of avalanches and limited snow fall.
HIGHLIGHTS
As of 21 November 2018, 10,202 cholera cases with 55 deaths (9,933 suspected and 269 confirmed cases) - case fatality rate of 0.54 per cent has been reported. An estimated 21 per cent of the reported cases are children under 5 years of age.
As of 3 November, 1,296,270 people out of a target of 1,510,253 (86 per cent) have received the Oral Cholera Vaccine in 15 locations in Harare, Epworth and Chitungwiza.
Highlights
Net enrolment of refugee students for the 2018-2019 school year grew from 615,000 in September to over 640,000 in October. UNICEF distributed school bags and stationery kits to more than 500,000 refugee and Turkish students in 23 provinces, and is working closely with the government and partners to increase enrolment and expand access.

MONTHLY DISASTER REVIEW AND OUTLOOK
Geneva – Efforts to provide solutions to the tens of millions of people displaced within their own countries by conflict and disasters will be enhanced by the new partnership announced today between the UN Migration Agency (IOM) and the Internal Displacement Monitoring Centre (IDMC).
The partnership links IOM’s Displacement Tracking Matrix (DTM), the world’s largest source of primary data on internal displacement, and IDMC’s leading expertise in internal displacement data analysis, research and policy development.

1. Situation Update
The Ministry of Health (MoH), WHO and partners continue to respond to the Ebola virus disease (EVD) outbreak in the Democratic Republic of the Congo, and remain confident that the outbreak can be contained, despite ongoing challenges. Since our last report dated 21 November 2018 (External Situation Report 16), there have been a total of 48 new confirmed cases from Katwa (n=16), Beni (n=13), Kalunguta (n=9), Butembo (n=6), Oicha (n=2), Kyondo (n=1) and Mutwanga (n=1), and 24 new deaths.
Highlights
The refugee verification exercise that started in March 2018 by the Office of the Prime Minister and UNHCR has ended, revising the active registered population in Uganda to 1,154,352 individuals as of end of October 2018.
The new virtual centre, bringing together experts and knowledge from different sources inside and outside the European Commission, will help to tackle the root causes of food insecurity around the world.
