The European Union and FAO along with its Rome-based UN partner agencies, the International Fund for Agricultural Development (IFAD) and the World Food Programme (WFP), have signed an €12 million deal that will lend EU backing to three separate programs designed to tackle diverse aspects of food security and rural development.

The agreements were finalized by EU Commissioner in charge of International Cooperation and Development, Neven Mimica, and FAO Director-General, Jose Graziano da Silva.

Pompeo announced the United States is providing nearly $131 million in additional emergency food assistance to the people of Yemen, who are suffering from the world's largest humanitarian crisis and food-security emergency. This brings the total U.S. humanitarian assistance for the Yemen response to more than $697 million since the beginning of Fiscal Year 2018.

Highlights

• An estimated 177,174 children with life threatening severe acute malnutrition (SAM) were treated from January to October 2018. The children reached represent 102 per cent of the overall UNICEF 2018 planning target of 173,000 SAM children.

• A UNICEF-supported inter-agency assessment found 102 children, all boys, reported to be associated with the Puntland forces in Tukaraq military base, in need of further screening and separation from the military.

Highlights

  • Net enrolment of refugee students for the 2018-2019 school year grew from 615,000 in September to over 640,000 in October. UNICEF distributed school bags and stationery kits to more than 500,000 refugee and Turkish students in 23 provinces, and is working closely with the government and partners to increase enrolment and expand access.

The European Commission has committed an additional € 500 000 to continue assisting the most vulnerable refugees and migrants in Bosnia and Herzegovina.

This additional funding brings EU humanitarian assistance in the Western Balkans to € 31 million since the start of the refugee crisis in 2015, including € 2 million for Bosnia and Herzegovina in 2018.

As of 31 October 2018, 781,917 Congolese refugees are being hosted in African countries. From 1 January to 31 October 2018 alone, some 147,750 Congolese fled to neighboring countries, with a particularly significant increase in refugee flows to Uganda, Burundi and Zambia.

UNHCR together with 43 humanitarian and development partners launched the revised Regional Refugee Response Plan (RRRP) on 17 July 2018 for $547 million to help respond to the needs of Congolese refugees in Africa.

Norway is to provide NOK 15 million in core funding to the International Organization for Migration (IOM). The funding was announced during the annual session of the IOM Council in Geneva on 27 November. The funding will be used to support IOM in carrying out its new tasks as coordinator of the UN Migration Network, and in restructuring its organisation and developing its strategy.

The European Commission has today announced a financial package worth €474 million to support state building and public sector reforms, health, justice, and elections, as well as to address migration and displacement challenges in Afghanistan.

Commissioner for International Cooperation and Development, Neven Mimica, made the announcement today at the Geneva Conference on Afghanistan, signing the financing agreements with the Afghan Minister of Finance Mohammad Humayon Qayoumi*.

The European Union has adopted today a €56.5 million package to promote sustainable job creation and strengthen support to refugees, internally displaced populations and their host communities in Iraq.

This brings the total EU development assistance mobilised in favour of Iraq in 2018 to €129 million and it is part of the €400 million pledged by the EU at the Iraq Reconstruction Conference held in Kuwait in February 2018.

Despite the benefit of recent Belg rains and anticipated above average rainfall in many regions the coming months, recovery of livelihoods will not be spontaneous, nor can it be expected without concerted assistance. Belg rainfall did not cover all regions equally, and although rainfall in southern pastoral areas was forecast to be near average for the Deyir (Oct-Dec), rainfall is below average to date. Below-average rainfall in eastern Oromia, southern Tigray, eastern Amhara and northern SNNPR has led to reduced production prospects.
