UN Habitat has handed over a Flood Protection, Water and Sanitation and Livelihood project to Alel Chok payam, Marial Bai County, Wau state. The project was funded by the Japanese government at a total cost of 2.4 million dollars. This cost included projects in Juba and Awiel.

James Mabong Madut, commissioner of Marial Bai County appreciated the Japanese government for its concern for the people of South Sudan.

The Internally Displaced Persons (IDPs) in UNMISS Wau are demanding for safety for them to go back to their homes. The IDPs in UNMISS Protection Site of Civilians (POCs) said that, though Wau is relatively calm; they will still be affected by violence in other parts of the country.

An ADF attack in Nord-Kivu on 25 December resulted in the deaths of 21 civilians and four ADF militiamen, while clashes between Mayi-Mayi Mazembe and FARDC resulted in the deaths of 17 civilians in Rushuru. Several attacks carried out by ADF during the last week of December, in Samboko and Bialee in Ituri, near the border with Nord-Kivu, resulted in 14 deaths.

HIGHLIGHTS

  • 2,103 refugees were received in Uganda from South Sudan between the 28th of December and the 3rd of January. The arrival rate has decreased significantly, with a daily average of 300 new arrivals.

  1. IN 2016, HUMANITARIAN RESPONSE PLANS (HRPs) in the MENA region requested US$7 billion and have received $4 billion. In total, MENA HRPs are 56 per cent funded. Three new FLASH APPEALS address specific situations: in Iraq where the humanitarian impact of the Mosul operation requires $284 million; in Afghanistan where $152 million is needed to assist returnees from Pakistan; and in Libya where $10 million is needed for Sirt.

More than 70 Sudanese refugees who fled the fighting in Blue Nile state for Doro, the largest and oldest refugee camp in South Sudan’s Maban county in Upper Nile state, were reportedly murdered on 24, 25, 26 December 2016.

A missionary described scenes of horror to Radio Dabanga as bodies are unburied and thousands have quit the camp to live in the open.

Highlights

• An important interagency assessment has taken place from 27 to 31 December 2016 in Bau and Kurmuk localities of Blue Nile State to assess the humanitarian situation, including the needs related to child protection, education, health, nutrition, water, sanitation and hygiene.

• In December 2016, the Sudan Armed Forces renewed the command order to end recruitment and use of children in its forces, in line with the Action Plan signed in March 2016.

  • As of 30 December 2016, the inter-agency coordinated appeals and refugee response plans within the Global Humanitarian Overview (GHO) require US$22.1 billion -- an increase of 10 per cent since it was first launched twelve months ago -- to meet the needs of 96.2 million humanitarian crisis-affected people in 40 countries. By the end of 2016, $12.6 billion were raised towards the coordinated appeals -- more than ever before. Despite immense donor generosity, it is only 57 percent of the requirements committed, leaving a short fall of $9.5 billion.

Situation Update

Cholera outbreaks were confirmed in 9 (32%) of 28 states countrywide. The affected states include Imatong, Eastern Lakes, Jubek, Terekeka, Jonglei, Western Bieh, Northern Liech, Southern Liech; and Eastern Nile. Suspect cholera cases were reported in Mayendit, Panyijiar, and Ayod.

Highlights

  • Completeness for weekly reporting was 29% for the nonconflict states and 78% for the IDP sites.

  • Malaria is the top cause of morbidity in nonconflict areas and IDPs. In the 26 (33%) counties affected by malaria; the cases have continued to decline.

  • Active cholera transmission continues in Bentiu PoC, which also currently has the highest cumulative attack rate; thus highlighting the need to enhance cholera response in Northern and Southern Liech states.
