Desert Locust outbreak develops in Sudan and Eritrea

Favourable ecological conditions and extensive breeding caused a Desert Locust outbreak to develop in the winter breeding areas along the Red Sea coast in Sudan and Eritrea during December.

Deyr season records poor rains

Seasonal rains have underperformed so far

Conflict, protracted displacement, disease and deprivation continue to inflict suffering on the country’s population.

Disruption to commercial imports, inflation, lack of salary payment to civil servants and rising prices of basic commodities exacerbate people’s vulnerability.

The humanitarian situation in Yemen continues to deteriorate. Twentytwo million people, 75 per cent ofthe entire population, require some form of humanitarian assistance and protection, including 8.4 million Yemenis who do not know where their next meal will come from.

KEY DEVELOPMENTS

Out of the belief in the national and humanitarian duty towards our fellow citizens in Al-Mahara Governorate affected by the Cyclone Luban, inflicting human and material damage at all levels and the civilian suffering of displacement and daily hardships in access to basic services such as food and shelter.

From 1 June to 23 October, DTM found reports of over 88,805 Households (HH), or an estimated 532,830 Individuals, displaced due to conflict or natural disaster.

• 74,468 HH due to the Al Hudaydah conflict
  
• 13,348 HH due to conflict, mostly in Hajjah, from early-October
• 989 HH due to Cyclone Luban from mid-October

1. Heavy rainfall forecast next week may trigger flooding across eastern Tanzania, and coastal regions of southeastern Kenya.

Central America and the Caribbean Weather Hazards

1. Poor rainfall since May has resulted in seasonal dryness across Hispaniola. Although continued rainfall has helped, dry conditions remain in Haiti.

MUKALLA, 27th October 2018 (WAM) -- The Emirates Red Crescent, ERC, today re-opened a number of roads in seven villages surrounding the city of Al Mukalla in Yemen.

The roads were either closed or damaged following Cyclone Luban which recently hit the Yemeni Governorate of Hadramaut and isolated the villages, inhabited by around 3,000 people.

The ERC shovel trucks cleared the debris from the asphalt roads after the heavy rain and floods and levelled the dirt roads linking the villages.

Situation Overview

Thousands of people have been displaced by Tropical Cyclone “Luban” that made landfall on the coast of Yemen on 14 October. Three people are confirmed dead, 14 missing and more than 100 injured according to the Al Maharah Emergency Operations Room.

The cyclone lost strength and has been downgraded to a Tropical Depression as of 15 October. In the last three days, several districts have been flooded following heavy rains, causing a significant number of houses to collapse.

• The passage of Tropical cyclone LUBAN from 8 to 14 October has caused flooding in the coastal district of Al Maharah Governorate in Yemen and in several areas of the border with Oman.
  
• According to media reports, as of 17 October, three people died, 33 are injured and 2 000 families were affected in Al-Maharah (Yemen).
  
• Over the next 24 hours, moderate to locally heavy rain over south-west Yemen and the coastal governorates may continue to affect the country, including the areas already flooded.

The Deyr 2018 rainy season started in some parts of the country during the last week of September and is yet to start in some parts of the country especially in the southern regions. Following the passage of Tropical Strom LUBAN, that made a landfall in Yemen on 14 October 2018, parts of the northern coastal areas of Puntland received light to moderate rains in the last two days. While LUBAN was a threat to the shipping line of Puntland, no damage has been associated with the storm inland of the country.

Colombia

Heavy rains have caused widespread flooding since the beginning of October, affecting over 64,560 people in La Guajira department with the majority in Uribia municipality.

More than 90% of the population is indigenous and live in informal settlements. Flooding has led to crop damage and restricted access to food.

Waterborne disease are likely to spread as basic hygiene facilities are disrupted.

Urgent food, shelter and WASH needs have been reported.
