Situation Update

As of 30 December 2016, the inter-agency coordinated appeals and refugee response plans within the Global Humanitarian Overview (GHO) require US$22.1 billion -- an increase of 10 per cent since it was first launched twelve months ago -- to meet the needs of 96.2 million humanitarian crisis-affected people in 40 countries. By the end of 2016, $12.6 billion were raised towards the coordinated appeals -- more than ever before. Despite immense donor generosity, it is only 57 percent of the requirements committed, leaving a short fall of $9.5 billion.
The Famine Early Warning Systems Network (FEWS NET) monitors trends in staple food prices in countries vulnerable to food insecurity. For each FEWS NET country and region, the Price Bulletin provides a set of charts showing monthly prices in the current marketing year in selected urban centers and allowing users to compare current trends with both five-year average prices, indicative of seasonal trends, and prices in the previous year.

Maize production likely to be impacted by drop in December rainfall
KEY MESSAGES
Most of Rwanda experienced favorable rainfall during Season A, which has led to average to above-average bean production, except in a few localized areas. However, the lack of rains in the third dekad of December is likely to lead to below-average maize production. If the rains resume rapidly and last two more weeks, there may be an adequate maize harvest to support Minimal (IPC Phase 1) outcomes through May 2017.
Below-average Season A harvests likely in northern and eastern lowlands

KEY MESSAGES
In West Africa, regional staple food production during the 2016/17 marketing year is expected to be well above average.
Staple food prices declined and remained near average as supplies increased in November with the arrival of recent harvests and continued international rice and wheat imports. Persistent depreciation of the Naira (NGN) has led to price increases across Nigeria, especially for rice, and reduced purchasing power for Sahelian livestock and cash crops.
The cycle of violence and unrest that Burundi has been experiencing since April 2015 has become protracted. An estimated 110,000 people are displaced and 325,000 have fled to neighbouring countries.1 Communities are experiencing the erosion of coping mechanisms, with chronically high levels of food and nutrition insecurity, as well as recurring flooding and displacement. The protection crisis is disproportionately affecting children, who make up approximately half of Burundi’s population.

REGIONAL STRATEGIC OVERVIEW
Introduction
Highlights
The regional C.A.R. Emergency Operation will be extended by 12 months, until December 2017. A budget revision is being finalized.
Due to increasing needs, including the continued influx of South Sudanese refugees and persistent population movements, WFP’s resources are strained. This could seriously hamper WFP’s ability to deliver assistance from January 2017 onwards. The six month shortfall of the PRRO is USD 60.3 million.
