DHS is training EMS and firefighters for urban warfare



DHS's new "First Responder Guide For Improving Survivability In IED or Active Shooter Incidents"
describes in great detail how firefighters and EMS personnel are being trained by DHS to work alongside law enforcement.

In it's "First Responder Guide" DHS claims active shooter incidents and IED's in America are increasing.


A collaborative group of public safety organizationsincluding fire, law enforcement, pre-hospital care, trauma care, and the militaryconvened in Hartford, Connecticut, in the spring of 2013 to develop consensus regarding strategies to increase survivability in mass-casualty shootings (commonly referred as the Hartford Consensus). The group states that "no one should die from uncontrolled bleeding" and developed the acronym THREAT to address these situations:

Threat suppression [eliminate or kill suspects],

Hemorrhage control,

Rapid Extrication to safety,

Assessment by medical providers, and

Transport to definitive care.

Active Shooter and Intentional Mass-Casualty Events: The Hartford Consensus II:

"Law enforcement officers and other emergency responders who lack extensive medical training are prime targets for a training program based on the T.H.R.E.A.T. concept."

Law Officer magazine:

"If you aren't already conducting training in T.H.R.E.A.T., TECC or other similar adaptation of TCCC in your agency, you are behind the curve. That will be a bad place to be when your community comes under attack."

This group of so-called 'experts' I call them DHS paid advocates, say that EMS, fire, and rescue response must be more fully integrated and their traditional role limitations revised.
In other words become more like the military.

According to the DHS First Responder guide:

"Concerned international and national first responder associations, such as the International Association of Chiefs of Police, International Association of Fire Fighters, International Association of Fire Chiefs, National Association of Emergency Medical Technicians, and the National Tactical Officers Associations, have shown great interest in this topic."

"The United States Fire Administration (USFA) advocates that EMS, fire, and law enforcement personnel quickly establish unified command at scenes of IED and active shooter incidents."

"The protocols and procedures should also address non-traditional roles of EMS and fire personnel.'

"These roles include the use of properly trained, armored (not armed) medical personnel who are accompanied by law enforcement into areas of mitigated risk ('warm zones').

A 'warm zone' is defined as an area of indirect threat that has been swept by law enforcement and cleared of any immediate threats.

"The National Tactical Officers Association (NTOA) states that there is a need for all police officers to have basic Tactical Emergency Medical Support (TEMS) medical training in order to potentially save the lives of victims, bystanders, police officers, and suspects in the event they are wounded."

Suspects being wounded? Is that a joke we all know what happens to suspects in America and it doesn't involve being wounded.

The NTOA reaches approx.40,000 cops and claims their magazine "The Tactical Edge" has a circulation of 10,000 but claims they reach every officer. How many firefighters and EMS are reading this crap?



"Tactical Emergency Medical Support" (TEMS) trains every cop, firefighter and EMS personnel to think, look and act like a soldier!



EMS and firefighters, which includes volunteer firefighters are being given 'TEMS' training.

Here's a brief list of the equipment EMS & firefighters must bring to 'TEMS' trainings:

- Tactical clothing [Tactical Style clothing such as, BDU’s Top/Bottom]
- Tactical boots

A 'TEMS' consent form specifically states that EMS personnel WILL be trained in "Simulated tactical operations."  The TEMS physical readiness questionnaire has a section called "Tactical Operational Medical Support Course."

"All first responders (EMS, fire, and law enforcement) should be trained and practiced to work together."

"Tactical medics have the primary responsibility to take care of the SWAT team and are generally not well-prepared for an MCI situation."

NTOA "supports the efforts of the Committee for Tactical Emergency Casualty Care (C-TECC) and others to foster the development of standardized taxonomy and evidence based clinical practice guidelines tailored to the law enforcement mission.


"First responders should develop inter-domain (EMS, fire, and law enforcement) TTPsincluding use of ballistic vests, better situational awareness, and application of concealment and cover conceptsand train first responders on proper use of the TTPs."

there are numerous articles detailing first responder combat training.

There are various models and approaches for introducing EMS and fire personnel into 'warm zones', including the Rescue Task Force (RTF) model. The U.S. Marines started the 'RTF' model, which is another combat program making its way into firefighting and EMS.

DHS now controls EVERY cop, firefighter and EMS responder in America!

Why is DHS using combat jargon and techniques like 'warm zones' to train first responders? Are they being trained for civil unrest?

i am a volunteer fire fighter/ paramedic. i also have been trained in rope rescue, swiftwater rescue, hazmat and also
TEMS and combat casualty care. I have also taken classes paid for by DHS, like energetic materials, terrorist bombings, and many others. i am a hunter, primitive survivalist, conservative Christian, and believe in the constitution. i like you am concerned with the way America has been heading. All of my training has been toward being prepared to help my community and protect my family. Joining the local volunteer fire department has opened up a large amount of free training that you can get without being in the military. it may just be someone like me that will save your life, or back you up when you need it. It is not the training that is bad, but there are bad people that are trained. To stop a bad guy with a gun, it takes a good guy with a gun.

This type of training is preparing EMS to assist law enforcement in the event of a Beslan or Mumbai style terrorist event on US soil. I am a MACTAC instructor and we had several paramedics go through the course with us for this purpose. Not everything is Gadianton based.

I am a firefighter in Arizona. It does not make any sense to train firefighters, EMT's, and Paramedics to be soldiers. What makes sense is to train your police aka soldiers to be EMT's and Paramedics. Firefighters don't show up to work because they want to get into a gunfight. Hopefully the chubby EMT's that work for private ambulance companies don't want to either....lol. But all jokes aside, we see whats going on.

Actually, this training was proposed by the Arlington Co. (Virginia) Fire Department -- along with their medical director, Dr Reed Smith. It was conceived when after action reports from numerous domestic active shooter incidents showed an abhorant lack of timely medical care provided to the victims (victims died unecessarily). It has been offered to EMS/fire personnel by various training organizations. (None of which are DHS -- although DHS has now begun to fund this training via grants.)

If you'll allow me, I can inform you of what is included in the training -- as I am currently an instructor in this dicipline. It does not train EMS/fire personnel to enter a "hot zone" (where the lead is flying) during the incident. Those of you who are familiar with the law eforcement response to an AS incident know that first LEOs on scene move to the sound of gunfire. Once there, they engage and eliminate the threat (initial contact team).

Following the ICT (after the threat has been removed) a Rescue Task Force, consisting of unarmed EMS/fire personnel and at least two LEOs as front/rear security, is taught to enter through the same door the ICT went in and begin to treat victims they find at the point of wounding in what is considered the "warm zone.". After the major bleeding and breathing issues are mitigated, they move forward until they encounter the next live victim. An Evac Team comes in the third wave and removes the victims out of the area to a casualty collection point ("cold zone").

Perhaps you can see this might be an effective response if a lunatic shoots up another elementary school like Sandy Hook?

I hope this clears up some misconceptions. (Although, I think some readers will put a double layer of foil on their head and believe I am a government agent.)

Concerning the alleged instructor's claims that EMS are not trained in "Hot Zones" they are!

There are in fact three zones, see below.

Hot Zone(Care Under Fire):

Life threatening bleeding
Safe and quick exit to warm zone.

Warm Zone (Tactical Field Care):

You don't need to teach EMT's and Paramedics to shoot, move, and communicate if they are just stabilizing patients for transport to a higher level of care. There was no bullshit in my last posting. The articles cited are correct. There are tactical EMS teams (but this was not the focus of the original article).

I will elaborate: There have been tactical EMS teams around since the 1980's. (I first became a tactical medic in 1988.) Some of these teams are armed (LEOs trained as medics) and some are not (EMT/FFs trained in combat medicine). As far as I know, there were no theories of the government "coming to get us" back then.

The training for tactical EMS units is different. Tactical Combat Casualty Care (TCCC) is taught to these tactical EMS providers and includes "care under fire" (hot zone) operations.

The training cited in the article refers to new training in response to "high-risk incidents" such as: IED bombings, active shooter incidents, etc. It is called Tactical Emergency Casualty Care (TECC). It is taught to first-arriving, "street" providers. It has many of the components of TCCC, but includes the hot zone training only for a "shit-hit-the-fan" situation (Boston Marathon bombing, building collapse, hazt-mat incident, etc.). There is no public/private agency that is going to allow their employees to diliberately enter a hot zone (and no LE agency is going to accept the liabilty of them doing so).

I hope this clears up some of the confusion.

Regarding my "ad hominem" attack: I think the previous poster meant to say I made a generalization (generalizing about a large group for the behavior of a small sub-group.) An ad hominem attack is directed toward an individual. (Exactly what he/she was doing when
writing "alleged instructor.") Perhaps I should write in all-caps to better get my point accross?
