Nine years later police finally admit StingRays spy on innocent people
Finally, in the year 2015 a full NINE years after DHS/Police first began using StingRay surveillance gear to finally admit they're spying on innocent people.
Also, it's ironic that only after the Dept. of Justice (DOJ) issued StingRay usage guidelines did they admit they've been used to spy on innocent people. Watch the video below to find out about the recent changes to StingRay usage:

Here's some background info. on StingRay surveillance, they were first patented in 2001 and cost $68,479 for the original Stingray; $134,952 for Stingray II.
An Arstechnica article claims law enforcement first began using them in 2004:
"Federal authorities have spent more than $30 million on StingRays and related equipment and training since 2004, according to procurement records. Purchasing agencies include the FBI, DEA, Secret Service, US Immigration and Customs Enforcement, the Internal Revenue Service, the Army, and the Navy. Cops in Arizona, Maryland, Florida, North Carolina, Texas, and California have also either purchased or considered purchasing the devices, according to public records. In one case, procurement records (PDF) show cops in Miami obtained a Stingray to monitor phones at a free trade conference held in Miami in 2003." In the past couple of years police claimed they couldn't divulge StingRay surveillance capabilities because they'd break their non-disclosure agreements!
Fast forward NINE years later to October 2015:
A cover memo sent to prosecutors finally admits that StingRays (a cell site simulator) can be used to identify the telephone numbers of "all powered-on phones in the immediate vicinity
... it should not encompass digital digits as that would entail surveillance of all persons in the vicinity of the subject."
Police have been lying to the public about StingRays for nearly a DECADE!
According to the ACLU:
"The court documents raise questions about DOJ’s new guidelines. DOJ announced that going forward it will seek a warrant based on probable cause to use a StingRay, subject to certain exceptions. In addition to an exception for “exigent circumstances” (a well understood exception to the Fourth Amendment’s warrant requirement), the new guidelines also create a potentially expansive exception for undefined “exceptional” circumstances."
"What does DOJ think might count as an “exceptional” but apparently not “exigent” circumstance?
Police can also 'bug' your cellphone remotely and listen to EVERY conversation:
[Police] "... can intercept conversations using a suspect’s cell phone as a bug. You don't even have to have possession of the phone to modify it; the 'firmware' is modified wirelessly.”
What does all this mean? It's depressingly easy for police to obtain a warrant and continue to use StingRays to spy on anyone...
As ProPublica points out police can get a court to sign off on an order that only requires the data they're after is "relevant to an ongoing criminal investigation"— a lesser standard of evidence. Police can also get historical phone records with an administrative subpoena, which doesn't require a judge's approval.
Tim Dees a former cop reveals this disturbing fact:
"There are judges that will sign about anything a cop puts in front of them, and others who actually read the affidavits before signing them. If the police are serving a lot of search warrants that turn out to be a dry hole (which happens to everyone now and then), it's time to put some pressure on the judges to up their game."
"In my experience, abuses of the search warrant process most often take place in rural environments, where the signing judge is a part-time, non-attorney magistrate who has a long-standing and less-than-impartial relationship with the cops. That kind of arrangement invariably leads to civil rights violations."

Public transportation commuters are being surveilled billions of times a year!
Americans using public transportation have been surveilled billions of times!
According to the American Public Transportation Association (APTA) Americans took 10.8 billion trips on public transportation in 2014...
“In 2014, people took a record 10.8 billion trips on public transportation -- the highest annual ridership number in 58 years,” said Phillip Washington, APTA Chair and CEO & General Manager of the Regional Transportation District in Denver."
What you're not being told is police have installed surveillance cameras and microphones at train platforms, bus stations. Trains and buses typically have numerous surveillance cameras.
New York's, MTA claims they've installed surveillance cameras to protect riders against sexual attacks!
"The Metropolitan Transportation Authority also will create a new feature on its website to make it easier for victims and witnesses of sex crimes in the subway system to make a report."
Are their claims true?
Between 2001 and 2011, there were fewer than three rapes reported each year on average in New York's transit system. New York buses are also equipped with cameras that spy on ANYONE driving in a bus lane.
So, if crime is so low in NY who's really behind installing surveillance cameras everywhere?
In Nassau County, New York transit buses will have a total of TEN video cameras mounted inside and outside!
Massachusetts trains and buses are using a Canadian companies' surveillance cameras to spy on commuters. The company's name is Genetec. Watch their security desk training video to learn more:
“The new security systems are designed to enhance safety for both customers and employees,” said MBTA Spokesman Joe Pesaturo.
The government wants the public to believe spying on EVERYONE is for their safety!
“The decisions [were] based on a cost [and] benefit analysis of the future life spans of current fleets…to maximize the benefit of this [DHS] investment,” said Pesaturo.
There's your answer... surveillance cameras are being used by DHS to spy on commuters.
Lets say that half of all America's trains, buses etc., are equipped with surveillance cameras, that means commuters are being spied on at least 5.4 BILLION TIMES A YEAR! It's more likely the figures are higher and closer to 11 BILLION!

FBI Director claims police don't like being recorded, calls it a "chill wind blowing through American law enforcement"

FBI director James Comey said his conversations with police officers often come back to cellphones. He claims they're worried that young people are recording EVERY police encounter with their cellphone cameras.
Try not to laugh but Director Comey claims the "era of viral videos" has led officers to feel they're "under siege" and unwilling to get out of their cars...
They told me [Comey], “We [police] feel like we’re under siege and we don’t feel much like getting out of our cars.”
How often have you seen a cop not get out of their car because someone is filming them? The answer, zero! They're more likely to destroy or confiscate your cellphone because they don't like being recorded!
In what has to be the most ironic statement of 2015 a government official says police don't like being recorded!
Comey goes on to say cops are scared because the public is recording police encounters...
"So the suggestion, the question that has been asked of me, is whether these kinds of things are changing police behavior all over the country" Comey said.
"And the answer is, I don’t know. I don’t know whether this explains it entirely, but I do have a strong sense that some part of the explanation is a chill wind blowing through American law enforcement over the last year. And that wind is surely changing behavior" Comey said.

Is LexisNexis's predictive policing turning innocent Americans into criminals?

NH police officer Derek Cataldo saw a 2000 Honda Accord parked at 5:35 p.m. on Merrimack Street, a “predictive hot spot.” Deleire was sitting in the driver’s seat. Cataldo drove by the car and then circled the block to get a better look and determine if Deleire was there for legitimate purposes, officer Cataldo approached the car and began talking with Deleire, who police said was physically shaking.
Everyone should be asking, why are police approaching people for no good reason? What do police consider a legitimate reason? In America we're not obligated to provide a reason for being in our cars, on the street or in any public area! But wait, it gets worse...
The cops ultimately pepper sprayed, Tasered and bashed his head on the ground because he was NERVOUS!

Interestingly the NIJ claims not every community has a "HOT SPOT" and they (police) should use OTHER forms of geographic analysis.
What you're not being told is a private metadata collection company (LexisNexis) is giving police their data.
BAIR Analytics invented the money making crime prediction software being used by police, BAIR was recently purchased by LexisNexis.
BAIR analytics boasts how ANY first responder in the country can use it to spy on ANYONE and goes on to brag how jurisdictional boundaries between police agencies no longer exist.
Reed Elsevier, Inc. or LexisNexis whichever name you'd like to call them works closely with DHS...
LexusNexis admits 'predictive policing' is about helping communities balance budgets...
In other words BAIR's predictive policing is all about MONEY! American's civil rights are being DESTROYED while Bair Analytics/LexisNexis laughs all the way to the bank!

(Updated) Police/DHS are using 200,000 garbage trucks and possibly 300K people to spy on Americans

According to an article in Popular Mechanics dated November 2015 in a section called "Great Unknowns" a reader submitted this question...
"How many operating garbage trucks are there in the United States?"
"All things considered, we think a reasonable estimate would put the total number of garbage trucks somewhere within clattering-can-throwing distance of 2000,000. Sweet dreams."
Popular Mechanics admits they're using figures from 2001 and the number could be higher.
Doing the math if only half of the trucks (100K) use a single driver to save money that's a total of 100,000 garbage men. Which leaves us with 100K garbage trucks remaining. If you figure they use two people a driver and a loader, that adds up to 200K garbage men. This brings the total to roughly 300,000 spying garbage men!
Republic Services the second largest waste disposal company behind Waste Management also trains their employees to spy on Americans!
Republic Services calls their garbage spying program "We're Looking Out for You" and claims it's a
crime prevention and safety enforcement initiative that enlists the active participation of Republic Services drivers, in cooperation with law enforcement and emergency services, to reduce crime and maintain neighborhood safety. (Click here to view the Pdf)
"One of the many ways we uphold safety as a good neighbor is the We're Looking Out For You Community Partnership Program. Republic Services’ drivers have been trained to observe and report any suspicious events, crimes in progress, traffic accidents and other emergency situations while serving millions of customers everyday. Our extra eyes and ears serve as an invaluable crime prevention and safety measure in our community."
Just how many ears and eyes are we talking? How does anywhere from 400,000 to 500,000 SPYING ears and eyes sound? The numbers could be higher if there are more than 200K garbage trucks in the U.S.
"Republic Services drivers will be a neighborhood watch resource by serving as extra and alert “eyes and ears” in the community. "
"Drivers, supervisors and dispatchers are trained to recognize and report suspicious activities in the communities that they serve."
"In addition, dispatchers are trained on procedures for reporting incidents to local law enforcement or emergency services agencies."
"Drivers witnessing an emergency situation or suspicious activity relay the problem to dispatch, which in turn, contacts the appropriate authorities."
According to the Daily Republic News, Republic Services employees have been spying for police in Fairfield California since 2013:
Division Manager Tony Cincotta said City Manager Sean Quinn discussed the idea to team police with garbage collectors in the past and the two sides finally made it happen. He said the department sent an employee to help train the drivers in what to look for and even how to be better witnesses.
“If something is out of place, a driver is going to be the one who knows it,” Cincotta said. “Our drivers know their customers. And a lot of people already think we are city workers.”
But they're not city workers and that's the PROBLEM! Paying hundreds of thousands of private contractors to spy on INNOCENT Americans is a huge PROBLEM!
Police Chief Walt Tibbet said teaming with Republic is yet another way the city has upped its community policing.
San Jose California is considering using garbage trucks equipped with license plate readers to spy on everyone:
Mayor Sam Liccardo and Councilmen Johnny Khamis and Raul Peralez proposed that the city consider strapping license plate readers to the front of garbage trucks, allowing them to record the plates of every car along their routes. The data would be fed directly to the Police Department from the privately operated trash trucks, prompting an officer to respond to stolen vehicles or cars involved with serious crime.
"I got this idea from a police captain, and I thought it was a great idea, We're merely looking for advice to see if it's doable" Khamis said.
In September of this year I warned everyone that garbage trucks have been spying on Americans since 2010 and now they want to record everyone's license plate!
Police in Antioch, California asked Republic Services garbage truck drivers to openly spy on citizens, claiming it's for their Neighborhood Watch program!
"These (workers) know the neighborhoods like the back of their hands, so if they see suspicious activity, they can document it," said Councilman Tony Tiscareno, who pitched the idea to Republic Services' general manager after learning that in the mid-1990s the city had enlisted the cooperation of its previous trash collection contractor for the same purpose.
The "We're Looking Out For You" campaign amounts to a loose-knit privatized Neighborhood Watch group on a massive scale.

Still think this is just another conspiracy theory? Last month Seattle was sued because garbage men are spying on residents trash! In Vermont residents are being FORCED to recycle and in San Jose Calif. the city wants to fine residents for putting household garbage in recycling bins!

1.) In Seattle, nine full-time solid waste inspectors have been hired as part of a controversial program to check city trash to make sure people are recycling. Additionally, contracted waste haulers have been effectively deputized as trash police, given the authority to tag bins when people fail to recycle and compost enough.
"This food waste ban uses trash collectors to pry through people's garbage without a warrant, as Washington courts have long required for garbage inspections by police," Ethan Blevins, an attorney with the Pacific Legal Foundation said.
“I understand people have noble goals, but at some point we have to say, you can’t violate my rights to achieve this noble goal” Keli Carender said.
The Pacific Legal Foundation is suing the city to hopefully put a stop to this spying program.
2.) As of July 2015 Vermont residents are FORCED to recycle...
"Vermont residents are required to divert glass, hard plastics, newsprint, cardboard, white paper, aluminum and steel containers from the landfill, whether they hire a trash company or dispose of the material themselves."
"Some trash haulers say the law has shifted their role from customer service to policing."
3.) In September of this year San Jose, Calif. city leaders have been discussing fining residents who throw household garbage into their recycling bins.
..."Residents who don't get the recycling right may soon face more than just an angry red notice on an unemptied recycling bin. City leaders are now talking about stepping up enforcement with possible fines for repeat offenders."
As more and more of these spying programs come to light, when will we demand an end to the madness?

Police ticket citizens for good behavior while businesses profit

Police and businesses are working together to ticket citizens for obeying the law!
Chapel Hill, North Carolina police were set to ticket citizens under the "GOOD TICKET" initiative which allegedly rewarded citizens who obey the law(s).
“It’s a good opportunity to thank those for following the law,” Chapel Hill Police Lt. Celisa Lehew said.
Chapel Hill Town Council member Maria Palmer said she would love to receive a "GOOD TICKET" and incredibly claims it will create goodwill between the public and law enforcement.
“You cannot do anything in Chapel Hill illegally without getting caught, this is a way to show that police officers are here to enforce the law and, when you do the right thing, that they are on your side. Police are there to serve you, and the community appreciates this” Palmer said.
Another government pawn wants us to believe cops stopping citizens for obeying the law is justified. The American Police State grows bolder by the day!
Pedestrians using crosswalk signals and bicyclists following roadway signs would qualify for "GOOD TICKETS". The tickets would include a coupon and brief information on safety laws.
The initiative will create business opportunities for local stores and restaurants...
According to the DailyTarHeel article, Noodles and Company and Franklin Street Yoga have both agreed to give out coupons for the initiative. Businesses are openly collaborating with police to make a PROFIT!
Fortunately the "Good Ticket" initiative in North Carolina has been postponed for now!

Law enforcement forced to return tanks but can keep Humvees
The U.S. Bureau of Justice Assistance determined tracked armored vehicles are "designed specifically for use in military operations." And "their appearance may undermine community trust when used in support of civilian law enforcement activities," according to October report.
Tactical vehicles, such as High Mobility Multipurpose Wheeled Vehicle's (HMMWV) otherwise known as Humvee's are not considered armored vehicles, since they don't have tracks! So that means, schools and police across the country can purchase and keep military grade Humvees.
"The Working Group has added a fourth category of vehicles to this list – Tactical Vehicles, such as HMMWVs, which are not armored vehicles." Click here & here to read DHS/FEMA's approved military equipment list for police.
HMMV's can withstand fragmentation grenades and are equipped with bullet-proof glass.
Law enforcement has until 'April Fools Day' 2016 to return some military equipment...
"LEAs [Law Enforcement Agencies] will be permitted to apply for and acquire controlled equipment by certifying that they will be in compliance with the appropriate policies, training, and other requirements by April 1, 2016."
Why April 1st.? Because you'd have to be a FOOL to believe our police will ever get rid of their armored personnel carriers, see more below:
Colleges are allowed to keep their weapons if the governing body approves their acquisition of tanks, grenade launchers etc.
"The Campus LEA’s civilian governing body – which is the IHE’s Board of Governors or an equivalent body – must explicitly approve the acquisition of controlled equipment, and such approval must be evidenced in the Campus LEA’s application to the Federal equipment program."

Second, Campus LEAs must certify that their policies and training include specific provisions on using equipment in a way that does not chill speech, is not disruptive to the educational environment, and does not foster a hostile climate among students. Third, Campus LEAs must remove the militaristic appearance of any controlled equipment vehicles they acquire (if allowed by the Federal program) by, for example, painting them a different color."
The U.S. military is replacing HMMV's with M117 security vehicles. How long before they're patrolling our streets and campuses?

FYI, only 126 tracked vehicles have been recalled from agencies across the country, according to the Department of Defense.
Some of these police departments have more than one tank, Ohio has the most, with 18 tanks, followed by Michigan with 13!

Is Ancestry.com giving people straight info. about their ancestry? Are they working for the government?
Ancestry.com recently purchased the Sorenson Molecular Genealogy Foundation. The Sorenson's Database had more than 100,000 DNA samples and documented multi-generational family histories from “volunteers in more than 100 countries around the world.”

In March of this year Ancestry.com let police search their DNA database without a warrant!
Without a warrant or court order, police investigators were able to run the crime scene DNA against Sorenson’s private genealogical DNA data. The search turned up 41 potential familial matches to Michael Usry. The cops then asked Ancestry.com, not only for the “protected” name associated with that profile, but also for all “all information including full names, date of births, date and other information pertaining to the original donor to the Sorenson Molecular Genealogy project.” FYI, Ancestry.com offered to disclose this information in response to a simple subpoena.

Police are using "TrueAllelle" DNA analysis to convict people around the country. EPIC has filed public records requests in six states to obtain the source code of "TrueAllele," a software product used in DNA forensic analysis.
A program similar to TrueAllele has DNA coding errors that has given 60 incorrect results, including one high-profile murder case!
The Electronic Privacy Information Center (EPIC) has urged the US Supreme Court to consider the reliability of new investigative techniques and argued a federal appeals case against DNA dragnet surveillance. Citing the importance of algorithmic transparency in the criminal justice system, EPIC has filed requests in California, Louisiana, New York, Ohio, Pennsylvania, and Virginia.
According to a Guardian article, police will soon be equipped with portable palm size DNA scanners that can read your DNA in 48 hours:

The palm-sized sequencer named MinION gives researchers and soon police everywhere the power to analyze DNA almost anywhere.
In April, a team in Guinea read the genomes of 14 Ebola samples within 48 hours of them being taken from patients.
“This is so revolutionary, if you’re a fan of Star Trek, you can think of it as getting close to having a tricorder in your hand” David Buck from the Oxford Genomics Center said.
Ancestry.com customers can purchase DNA kits from companies that have close ties to Google or are run by them...
You can request a DNA kit from "23andMe" or "Calico Labs" for $99.00.
23andMe is run by Anne Wojcicki, the ex-wife of Google co-founder Sergey Brin! 23and Me is also recording the DNA of EVERY Parkison's disease patient.
According to 23andMe's vague "transparency report" they received four requests from law enforcement agencies in the United States.
"We've received requests from both state and federal law enforcement organizations. Only two of the four requests were legally valid, one from the FBI and one from a state law enforcement agency."
On at least one occasion the FBI asked for specific details on an individual. Since 23andMe's sole function is collecting a persons DNA, it's a fair bet the FBI requested it!
FYI, in 2013 the FDA ordered 23andMe to halt the sale of its DNA kit because they failed to demonstrate its validity.
According the UK Register, 23andMe sold access to parts of their DNA database to pharmaceutical companies...
..."Soon afterwards the company (23andMe) sold access to parts of its DNA database to pharmaceutical companies Genentech and Pfizer, with a cut on any new drugs developed as a result. It was a smart business move. But that business is people's most personal data, and the financial reward is already there in its commercial exploitation."
Ancestry.com's CEO Tim Sullivan has managed to collect DNA from more people than 23andMe. "We're confident that we now have the largest [genetic] database" he said.
UPDATE: As of October 21st., the FDA gave 23andMe approval to start selling their DNKA kits again!
Calico labs is owned by Google and Arthur Levinson, is the CEO. Levinson is also the former CEO of Genentech.

"We have been looking at, and frankly responding to, inquiries from a number of parties about ways that we can collaborate to take the data that we’ve aggregated historically, and that we’re starting to aggregate now, and get some real scale.”
“We have a lot of business relationships with Google, but nothing else that I can speak to,” Sullivan said.
Why no one should trust Google with your DNA...
Julian Assange called Google "a privatized version of the NSA” that collects, stores, and indexes people’s data.
“Google’s business model is the spy. It makes more than 80 percent of its money by collecting information about people, pooling it together, storing it, indexing it, building profiles of people to predict their interests and behavior, and then selling those profiles principally to advertisers, but also others,” Assange said.
Google gave the NSA Prism surveillance program direct access to their servers. The NSA's top lawyer told a privacy committee that Google knew all about the Prism surveillance program.
Below are examples of Google's business relationship with DHS:
1.) DHS uses Google Analytics to spy on everyone.
"DHS uses Google Analytics measurement software to collect the information listed above. The data are automatically sent to Google’s system and the system immediately aggregates the data. The Department retains the data from Google Analytics, and Survey Monkey survey results only as long as required by law or needed to support the mission of the DHS websites."
2.) Google and DHS work in secret to spy on the public.
A leaked email sent to a Sony Pictures CEO describes a small, secret group assembled by Homeland Security's John Morton...
"Google apparently is willing to do more than its public (and not so public) positions; Google suggested you as the most balanced and reasonable person on the studio side and specifically requested your participation. No other studio would be involved."
Don't forget the FBI and Interpol already have a massive DNA database.

President and Executive Director of Council for Responsible Genetics Jeremy Gruber claims the US needs more comprehensive laws to protect citizens from inappropriate usage of their genetic information.
“I think we need greater public awareness and greater legislative attention to this problem, so that we are fully protected,” Gruber said, adding that people will be far more likely to participate in research and other activities that will benefit human kind with regards to genetic research, if there are laws in place that will protect them from misusage of genetic information.
According to an article in Sputnik News, the public can't sue our government to find out what they're doing with our DNA...
At the moment people are not allowed to pursue individual litigation and have to go through government authorities, which do not fully disclose information on what they are doing to raise awareness, so that more complaints can be filed.

(Updated) Police are using super-secret x-ray vans to scan the public
According to the AS&E's website, police x-ray vans can easily identify CASH, ALCOHOL, CIGARETTES and of course DRUGS...
"Its easy-to-read image quickly and clearly reveals threats like explosives, drugs, currency, and trade-fraud items such as alcohol and cigarettes..."
Their website brags about the ability of police to spy on targets that couldn't be scanned before!
Update 10/17:
A spokeswoman for AS&E told The Crime Report she was unable to verify which police departments, if any, are using the technology.
"Because of the context, it's not something we can confirm or deny about whether any specific customers use [the vans]," said spokeswoman Dana Harris. “All I can really say is that the AS&E vehicles are used within their local and national protocols.”
In case you were wondering Mercedes, Ford Motors and Chevrolet supplies DHS/Police with vehicles. Daimler Chrysler purchased Mercedes Benz years ago, click here to view their police vehicles and here to see Ford's.
Below are a few examples of Ford Motors close relationship with DHS:
1.) Jack LaRosa a Windows Server with Ford has a "SECRET" clearance with DHS.

3.) Julia Jachim is a prototype test driver with Ford and is a senior manager at DHS!
And as if that wasn't bad enough police will soon be equipped with mobile x-ray scanners called Mini-Z's:
"The MINI Z handheld X-ray system is a compact, single-sided imager that can be used to scan objects in hard-to-reach areas, allowing for the effective screening of a wide variety of items such as suspicious bags, walls, furniture, small boats, aircraft, vehicle tires, and car interiors."
It's the same old story, it's all about shareholders making tons of money.
AS&E in 2013 proudly boasted to their shareholders they sold their first ZBV S-Class backscatter van to Spain:
"With this order, Spain will obtain its first ZBV system, which will be used on their borders for trade fraud interdiction of items such as cigarettes. What AS&E is really saying is, they're made to be inconspicuous so the public doesn't know they're secretly being x-rayed!

NYPD's commissioner says we should all just accept x-ray vans because our court system is rigged:
“They’re not used to scan people for weapons, the devices we have, the vehicles if you will, are all used lawfully and if the ACLU and others don’t think that’s the case, we’ll see them in court — where they’ll lose! At this time and the nature of what’s going on in the world, that concern of theirs is unfounded” NYPD Police Commissioner Bill Bratton said.
Bratton declined to give more specific details about the devices themselves.
“Those are issues I’d prefer not to divulge to the public at this time,” Bratton said. “I will not talk about anything at all about this — it falls into the range of security and counter-terrorism activity that we engage in.”
What he's really saying is our justice system is rigged and the Bill of Rights is null & void!
NYPD's Deputy Commissioner claims divulging information about the secret x-ray vans will ENDANGER police:
Disclosing them, he said, would "permit those seeking to evade detection to conform their conduct to the times, places, and methods that avoid NYPD presence and are thus most likely to yield a successful attack" Richard Daddario NYPD Deputy Commissioner said.
An anonymous NYPD official, told Newsday that the vans “have appeared at special events such as the recent UN General Assembly meeting in Manhattan.”
“People should be informed if military grade X-ray vans are damaging their health with radiation or peering inside their homes or cars,” NYCLU executive director Donna Liberman said.

The EPA, Homeland Security's newest army
According to a new report by the watchdog group Open the Books.
“Everyone is under the impression that the EPA is spending money to ‘clean the environment.’ But, it turns out EPA is running a $160 million PR Machine, $715 million police agency, a near $1 billion employment agency for seniors, and a $1.2 billion in-house law firm,” said Adam Andrzejewski, the founder of Open the Books.
From page 13 of the report: EPA agents have the latest state of the art ‘policing’ gear such as “guns and ammunition,” “camouflage and other deceptive equipment,” “night vision,” “unmanned aircraft,” “radar,” “body armor,” “surveillance equipment,” “mobile GPS monitors,” and train and investigate frequently alongside “joint projects with Homeland Security (DHS).”

On page 13 of the report, a line item for the EPA's $114,500 mentions, “5865: Electronic Countermeasures and Quick Reaction Capability Equipment.
“Protecting the environment just got real. With millions of dollars spent on military style weaponry, the EPA is now literally ensconced with all institutional force,”Andrzejewski said.
The EPA spends nearly $75 million each year for criminal enforcement, including money for a small militia of 200 “special agents” charged with fighting environmental crime.
The EPA calls their police officers criminal investigators or Special Agents. Within the Criminal Enforcement Program, there are 375 employees of which there are nearly 200 Special Agents.
The annual budget of the Criminal Enforcement Program was $64 million (2006), $67 million (2007), $68 million (2008), $74 million (2009), $77 million (2010), and $73 million (2011).
The EPA also finances the salaries of 1,000 attorneys, making the agency one of the biggest law firms in America.

Page 12 of the report reveals a disturbing result of the EPA's one thousand attorneys. The EPA has achieved close to a 90 percent conviction rate, which means a defendant either pled guilty or was convicted at trial.

Churches are paying the gov't up to $100 a month to spy on families!

According to an Arizona Dept. of Child Safety document churches are working with social workers to spy on families and they're also using "Child Safety and Risk Assessments".
According to a Tuscon.com article church leaders are openly encouraged to collaborate with the gov't. The article goes on to explain how religious organizations will spy on families and help the gov't decide whether they should remove a child from their family!
"Called The Care Portal, the online tool allows DCS caseworkers who know of a specific need of a child or family to submit that request via email to nearby churches enrolled in the system."
“This is a way churches can partner directly, and that’s a huge game changer for communities,” said J. Michael Davis, the social services domain director of 4Tucson, an organization that promotes partnership in the Christian community. “We could take it anywhere. One church doesn’t have ownership. We are collaborating.”
The "Care Portal" is run by "The Global Orphan Project."

According to the article, Adrien Lewis launched "The Care Portal" at the end of 2014 in Austin, Texas, it has since expanded to FOUR other states; Texas, Kansas, Missouri and Oklahoma. (if you include Arizona that's FIVE states)

This is UNBELIEVABLE, according to the TGOP, it is God's plan for ministers, priests or whoever to spy on families for our government!
According to the TGOP their largest growth area is in the United States. The TGOP proudly boasts, we’ve “grown home.”
"An existing partnership between churches and the Department of Child Safety also contributed to Lewis’ decision to pilot a program in Arizona.."
According to the article, there are three levels of community (gov't) and church involvement...
"As the community becomes more involved and churches develop the infrastructure to support local families, they progress to Tiers Two and Three. Kansas City, with about 45 churches involved, is the only community reaching Tier Two so far."
"At that level, churches begin to provide services such as mentoring or baby-sitting. The third step involves inviting church members to welcome children into their homes for foster care or adoption."
What they're really saying is; church members and leaders will be evaluating families and sending their recommendations to the gov't.
How long before EVERY church, mosque and synagogue across the country is spying for our gov't?
Incredibly the gov't doesn't have to pay a single dollar into the child assessment program...

The gov't hopes the money churches donate to spy on parishioners will be used to support a regional 'spying' supervisor in the future.
"The service is free for the state and instead relies on donations from enrolled churches. The suggested monthly rate of $100 would eventually support a regional supervisor to mediate between churches and the department."
The American Police State has outdone itself! Whoever dreamt up this should become head of Homeland Security or the NSA. I wonder why no one in the UK ever thought of it? Makes you proud to call yourself an American doesn't it? Church contributions being used to PAY the gov't to SPY on you.
By the way, risk assessments are B.S. and the gov't knows it! Check out this telling statement from page 9 of the Arizona Dept. of Child Safety ..."there is a lack of standardization in the criteria for assessing risk." In other words there's no "standardization" because it's all lies!
Unfortunately church spying doesn't end there...
Churches across the country have begun using facial recognition cameras to spy on their members:
“I can tell you in general that churches also don’t like to be described as privacy invaders,” said Churchix CEO Moshe Greenshpan.
He went on to say... “Most of them would like to keep this confidential. We try to encourage churches to make Churchix more visible, so it will become like a checkpoint for registration. Of course, so far we haven’t had great success in doing that.”
Here's a list of a few more surveillance companies that target places of worship; Gideon Protect Services, Watchman Security and Savior Protection, Inc.
State Health & Wellness programs are using faith-based organizations to spy on families:
"The Healthiest State Initiative is a privately led, public effort that spies on Iowans health. It involves individuals, families, businesses, faith-based organizations, not-for-profits and the public sector in a broad-based, community-surveillance effort."
Back in 2014 it was revealed IRS agents can pose as clergymen to spy on parishioners!
“It is an absolute disgrace that IRS undercover agents can pose as members of the clergy. It is the role of government to protect religious freedom and the First Amendment, and not to use it to gather information and spy on American citizens” said Reverend Patrick Mahoney is the Director for the Christian Defense Coalition.
Companies like Total Security want to install surveillance cameras in every church because as the video below explains, they "GUARANTEE THE SAFETY OF WORSHIPPERS."
"Should your church purchase security cameras? Should you conduct church background checks upon volunteers in sensitive positions? Should you have armed security personnel on campus? These are all questions many churches have wrestled with, and CSA hopes to provide some of the answers."
Clicking on CSA's church security resource link religious leaders can be trained in things like Physical Incident Training for Church Security, Use of Force Liability Reduction and Weapons Strips and Retention which trains church security personnel in the basics of empty hand or weapons training.
In the near future religious leaders might be trained to kill or kick a worshippers ass.
Below is an example of what worshipping in America might become:
In the not so distant future a busy mother brings her kids to worship in a church, mosque or wherever. The priest, rabbi or whoever wants to bed her, so he begins keeping secret records of B.S. child abuse examples and sends then to the gov't. The next time she goes to worship she brings her husband along where he's promptly arrested. The gov't takes her kids and now the minister, priest or whoever can have his way with her. Mission accomplished.
