They likely had dev kits around the same time the rumours started about the upgrades.

That's an assumption.

When I said "they didn't have enough" I meant that they didn't have enough time between SONY finally confirming the existence of said hardware to S.E (not all devs in the world knew of the PRO existence until it leaked via finantial report) and XV having to release at the end of November.
