Some of Iran's enemies would love to see it denying an access request, so that it would be an excuse for escalation to the military action they seek. We saw how this played out before in the devastating Iraq intervention. Naturally, the IAEA would also have that in mind. 4/4.

The recent ISIS report refers to a “refusal to grant access to relevant sites and personnel.” This appears to be a reference to statements by Iranian military leaders, not an actual refusal of an IAEA request. Analysts should be careful about such claims. 3/4

But the IAEA may be hesitant to act solely on the basis of Israeli-provided documents. It would seek corroborating grounds for suspicion, before demanding access that Iran will surely resist. In any case, before asking for access, the IAEA would pose questions to Iran. 2/4

Given the details in the "atomic archives," and as reported by , the IAEA should certainly investigate the sites and equipment associated with Iran's (past) nuclear weapons development efforts. I see no JCPOA supporters disagreeing with this. 1/4

The report says, "conclusive evidence that Iran has terminated its nuclear weapons program...is sparse to non-existent," i.e. we can't definitively prove a negative. Bolton has decided to interpret this as Iran maintaining "nuclear ambitions." Remind anyone of Iraq pre-2003?
