@GeraldNGOM The first stage of this SLV uses low-energy, Scud propellants which is why it is so big (~75 tons), and ill-suited for use on a mobile ICBM; fixed sites are too vulnerable. If Iran wants an ICBM, it will exploit Khorramshahr hardware, which employs high-energy fuels.

But the first satellite launch attempt I am aware of was February 2008, not 2005. First successful attempt was Feb 2009. Perhaps a prototype launcher was seen on the ground in 2005??

The Irony: It was the Reagan administration that first employed economic incentives, like cap and trade emissions credits to compel companies to meet many of the 1980s, non-CO2 pollution standards. It was Reagan's free-market (reduced gov't) solution. Seems sensible now for CO2.
