UNISDR adopted results-based management to support the implementation of its mandate.
The results of efforts by the staff and management of UNISDR were manifested in terms of systems and tools developed, implemented and evaluated. The biennial work plan demanded leadership and commitment from within and without.
UNISDR's Results-Based Management System (RBMS) is aimed to strengthen capacities, efficiencies and accountabilities in its management and programmatic functions and work processes to effectively deliver its mandate as well as its Strategic Framework.
RBMS sets up an internal mechanism to monitor accomplishment of results at different levels and measure impacts. It includes guidance for result-based monitoring and reporting of budget and expenditures for biennial work planning and their linkage with outputs/outcomes. Supported by the e-management tool, coherent reporting mechanisms are consequently put in place. It has provided excellent opportunities to review capacity gaps and training needs, and develop a performance measurement system.
UNISDR piloted the RBMS in the Asia-Pacific Regional Office during 2009-2011 to test online work planning, reporting and financial tracking systems. It was adopted by the Senior Leadership Group (SLG) in 2010 for the roll-out in all the Regional Offices with the introduction of an e-management tool (e-Tool) planning, reporting, project and financial management.
The initiative was launched with the Readiness Review of UNISDR's Results Based Management System. The review identified gaps in several areas for the proper implementation of the Results Based Management System. The major areas identified for improvement are as below:
- Buy-in of the Results Based Management System
- Improvement is Strategic and Biennial Work Planning process
- Strengthening of functions and work processes
- Improvement of Results Based Management System
- Improvements in Monitoring and Reporting mechanisms
- Development of guidance material for results based monitoring, reporting, budgeting allocations, and expenditure tracking
- Improve staff performance management system
- Capacity development for Results Based Management System
Following the review, a detailed plan was drafted to track the implementation of the RBMS. The implementation status against the plan is regularly reviewed and updated.
UNISDR's Results Based Management System comprises three main components:
Planning
UNISDR's Long-Term Vision is "Resilient People, Resilient Planet," a world in which nations and communities are resilient to the risks of disasters and climate change, enabling them to prosper and attain sustainable development.
Monitoring and Reporting
UNISDR has adopted a results-based approach for monitoring and reporting of its programme and projects. UNISDR collects information against results, indicators and targets defined in the Strategic Framework, twice a year. The monitoring and reporting then provides the basis for course correction and planning for future interventions.
Evaluations
As part of UNISDR's commitment for continuous improvement of organizational performance, UNISDR successfully implemented recommendations from several reviews and evaluations. A special priority for UNISDR is to improve resource management and programme reporting, in particular through its results-based management system.
Online Management Tool (e-Tool)
UNISDR uses a web-based e-Management Tool (e-Tool) to facilitate the implementation of the UNISDR Strategic Framework and Biennial Work Programmes. The tool helps UNISDR to manage and track progress against its work programme, finance and projects on periodic basis.

UNISDR Annual Report 2015
The year 2015 was a landmark for UNISDR, with the agreement on the Sendai Framework for Disaster Risk Reduction 2015-2030 at the Third UN World Conference on Disaster Risk Reduction in March and its adoption by all UN Member States in June. Over the course of the year the Sendai Framework was further recognised in the Addis Ababa Action Agenda on financing for development, the Agenda 2030 for Sustainable Development, and the Paris Agreement on climate change. The body of the report highlights achievements globally and in the five UNISDR regions (Americas, Africa, Arab States, Asia-Pacific and Europe) against the five work programmes: International Cooperation to Reduce Disaster Risk; Programme on Risk Informed Public Policy and Investment; Urban Risk Reduction and Resilience; Climate Resilience and Disaster Risk Reduction; and Risk Sensitive Business Investment.
UNISDR Monitoring & Evaluation Framework
This framework defines UNISDR's monitoring and evaluation mechanism. Its purpose is to provide a consistent approach to the monitoring and evaluation of UNISDRâs programmes and projects, so that sufficient data and information is captured to review the progress and impact of the UNISDR Work Programme. The lessons learned are also used to inform best practice guidelines.
UNISDR Annual Report 2014
This 2014 annual report is a mid-term report on the UNISDR 2014-2015 Biennium Work Programme. 2014 was a year in which much time was spent defining the future of disaster risk management. Reports for each of the five UNISDR regional offices are included to highlight progress at regional and national level. The report features an organizational performance update and progress achieved on the specific work programmes. A table to track UNISDR's progress against result indicators is available in Annex 1, while a list of publications, policy documents, reports and occasional papers issued in 2014 can be found in Annex 2.
UNISDR Management Response (v3.0)
This document is a combined "Management response" to all of the internal and external evaluations UNISDR underwent since 2009. The document is updated regularly and reflects implementation progress against the recommendations from all the evaluations. The Senior Leadership Group (SLG) implementation Plan is being closely monitored as part of the organizational corporate work plan. To date, UNISDR has implemented 70% of the recommendation from different reviews and evaluations through SLG Implementation Plan.
RBMS Readiness Review
The RBMS readiness review done before the adoption of Result Based Management System in UNISDR. The readiness review was done to advance the design, creation, and use of results-based M&E systems; too little emphasis is placed on existing political, organizational, and cultural factors and contexts. The documents review the existing UNISDR practices and presented recommendation for the effective implementation of RBMS in UNISDR.

This document presents the work plan for the implementation of UNISDR RBMS activities in 2015. It is based on the RBMS implementation review, done in December 2014.
UNISDR RBMS Review December 2014
This document reflects on progress made in the implementation of the Results Based Management System (RBMS), over the period of 3 years since its start in 2012. It reviews the progress against the work plan chalked out in the beginning for the implementation of Results Based Management System in UNISDR. The document provides the UNISDR's Senior Management with the insight to take necessary actions for future implementation of RBMS in UNISDR.
UNISDR Annual Report 2013
This final report on UNISDR's progress in the 2012-2013 biennium focuses on the achievements of 2013, while also showing the cumulative impact of work begun in 2012. The delivery of results is described in the order of the four Strategic Objectives of the UNISDR Strategic Framework 2012-2015: Lead and Coordinate, Credible Evidence, Advocacy and Outreach, and Deliver and Communicate Results. After a mid-biennium review, the Strategic Framework was adjusted in January 2013 to update and sharpen its focus on results. The previous "Outcomes" have been translated into corresponding expected "Results", while retaining all the original actions.
UNISDR Social & Environmental Standards Framework
The UNISDR Environmental and Social Standards Framework is an integral part of UNISDRâs approach to mainstreaming social and environmental sustainability into all its programmes and projects. This allows for a consistent level of quality in UNISDR programming and ensures that positive social and environmental opportunities are leveraged as well as to avoid, minimize, mitigate and manage adverse social and environmental risks and impacts.
