The Leader's Plenary provides an opportunity for senior leaders in the Aviation Security Community to discuss the importance of sharing new technologies and innovative techniques and solutions while strengthening cooperation. Emphasis will be placed on collaborating to achieve the Global Aviation Security Plan (GASeP) targets and implement United Nations Security Council Resolution 2309 (2016).
Nearly every entity involved in implementing aviation security must overcome numerous obstacles. Shortfalls in resources, insufficient high-level support, or a lack of specific threat information are just a few of the challenges that potentially impact State or industry efforts to achieve the Global Aviation Security Plan (GASeP) targets.
To overcome these limitations, many States and industry stakeholders around the world have developed best practices that enhance and sustain effective aviation security measures. The GASeP, its Roadmap, and the associated regional initiatives have prompted a world-wide approach to aviation security that fosters innovation, capitalizes on available resources, and streamlines processes.
Session topics align with GASeP priority outcomes and provide an opportunity for extensive audience participation and exchange of implementation case studies and experiences. Topics will include:
Risk Awareness Technology and Innovation Oversight and Quality Assurance Capacity Building
AVSEC2019 will take place over two days. Following AVSEC2019, ICAO will host a series of Symposium-related events comprising workshops, table-top exercises, and an Industry Engagement Day roundtable discussion. All sessions will be conducted with simultaneous interpretation in the six ICAO official languages. An interactive exhibition will be set up outside the meeting hall with representatives from States, manufacturers, airports, airlines, and other related industries.
AVSEC2019 will provide a unique opportunity for participants to request private meetings with delegates from other States, civil aviation and airport authorities, stakeholders and industry leaders through the ICAO Meeting Service Platform.
With the theme of “Innovation in Aviation”, this year’s Forum is designed for high-level government officials responsible for aviation, transport, science and technology, finance, economic planning, trade, international development and cooperation, and other key portfolios, as well as industry partners and high-tech companies.
During the Forum, it is expected that a series of interactive sessions will lead to the development of policies, business models, regulatory processes and governance that will drive innovation for sustainable aviation development. Furthermore, making frontier technologies accessible and affordable can contribute to the early realization of the United Nations (UN) Sustainable Development Goals set in the UN 2030 Agenda and will support ICAO’s No Country Left Behind (NCLB) initiative.
The International Civil Aviation Organization (ICAO) will convene DRONE ENABLE, ICAO's Second Unmanned Aircraft Systems Industry Symposium (DRONE ENABLE/2) from 13 to 14 September 2018 in Chengdu, China. The theme of DRONE ENABLE/2 is UTM to ATM – transitioning from segregation to integration.
The symposium will bring together key stakeholders from industry, academia, government and international organizations in the aviation sector to exchange research, best practices, lessons learned and respective challenges. Attention will be given to the complex issues presented by unmanned aircraft system traffic management (UTM) which need to be addressed collectively in order to integrate UAS into the global aviation system.
DRONE ENABLE/2 speakers will be selected from submissions in response to the attached Request for Information (RFI). Maturity of proposed solutions, potential for global application as well as supporting infrastructure requirements will be factored into the speaker selection process.
The symposium will be an opportunity for networking, collaboration and coordination between civil aviation authorities, industry and both new and existing stakeholders as we move forward in this dynamic field. It also provides a unique opportunity to foster the emergence of a comprehensive and harmonized regulatory framework to support UAS activities.
In addition, an industry exhibition will showcase the breadth of existing technologies, ongoing research and development, as well as commercial and non-commercial activities in this rapidly evolving sector of the aviation industry.
The theme of the conference is “From Development to Implementation” which encompasses implementation of operational improvements, such as technology, operational concepts, and roadmaps, from the conceptual phase until deployment. It emphasizes the importance of concepts for global use, development of implementation plans regionally, and implementation of performance improvements locally, based on specific operational requirements in a cost-effective manner.
The International Civil Aviation Organization (ICAO) convened the Third Global Remotely Piloted Aircraft Systems Symposium (RPAS/3) from 10 to 12 September 2018 in Chengdu, China. The theme of RPAS/3 was from accommodation to integration.
The symposium brought together key stakeholders from industry, academia, government and international organizations in the aviation sector to exchange research, best practices, lessons learned and respective challenges. Attention was given to complex issues, such as categorization for RPAS operations which needs to be addressed collectively in order to integrate RPAS into the global aviation system.
RPAS/3 provided an opportunity for networking, collaboration and coordination between civil aviation authorities, industry and both new and existing stakeholders as we move forward in this dynamic field. It also provided a unique opportunity to assess the status of regulations currently used in various parts of the world, with a view to fostering the emergence of a comprehensive and harmonized regulatory framework to support RPAS activities.
In addition, an industry exhibition showcased the breadth of existing technologies, ongoing research and development, as well as commercial and non-commercial activities in this rapidly evolving sector of the aviation industry.
The decision to organize this Seminar stems from Assembly Resolution A39-3 (Consolidated statement of continuing ICAO policies and practices related to environmental protection – Global Market-based Measure (MBM) Scheme), by which the 39th Assembly decided that ICAO and Member States take all necessary actions in providing capacity building and assistance for implementation of CORSIA.
CORSIA-related Standards and Recommended Practices (SARPs) were adopted by the Council in June 2018, for the application from 1 January 2019. In light of the envisaged adoption of the SARPs, the objective of the two-day seminar is to further train participants on the CORSIA implementation requirements, in order for relevant stakeholders to have a clear understanding of the procedures and required actions, as well as related responsibilities, involved in the CORSIA implementation. Contents of the seminar will be based on the expected CORSIA-related SARPs, and also on the lessons learned and outcomes from a series of regional seminars being held on this subject from 21 March to 18 April 2018.
