A TraceRoute is used to identify how information travels from one computer to another. This tool is used to track this movement and to identify problems when interruption in the data transfer occurs. A traceroute might show varying information at different times of the day depending on network loads. Even at peak times, servers responses should still be fairly quick. If the site you're trying to access isn't responding they may be experiencing down times, a DDoS attack, or DNS issues. A traceroute is the perfect tool to determine exactly where the failure is occuring.
