That is correct. But you don’t need to wait for all EU countries to agree in one shot that all non-EU countries have free Movement both ways... *Right now* any EU nation could have FM with any other country they choose. We could do FM with eg India or Canada. It’s our choice.

However, the UK did exactly the opposite. They stopped allowing non-EU graduates to work in the UK after their graduation from the UK universities. If I am not mistaken, this was intrduced by May around 5 years ago.
