This isn't gonna be the most accurate answer, so take it with a grain of salt.
From what I can find, Japan eats 10,000 tons of fugu per year.
1 ton is 32,000 ounces.
If we call 8 ounces a "serving" (I can't find any numbers for what a "serving" of fugu weighs), then one ton provides 4000 meals.
10,000 x 4,000 = 40,000,000 meals.
Six or less deaths a year, so we'll call it six to be on the safe side.
40,000,000 / 6 = 6,666,666.
So one death per 6,666,666 meals.
If you have ever seen fugu being prepared, about 90% of the fish mass is discarded in prep.

Yeah, I will sometimes prepare lunches for the week and freeze some. It doesn't really damage the rice any more than putting it into the fridge, plus the meat sides are safer
