'‏‎#throwbackthursday: On December 20, 1859 ground was broken on what was to become Parliament Hill, however, problems plagued the project from that first day. The hill, composed of soft clay and uneven bedrock, had never been properly surveyed, resulting in structural concerns, while harsh winter conditions slowed construction and resulted in increased costs. The original plans had excluded major components such as heating and ventilation systems which were “undertaken… without estimates being made… without contract… or any arrangement whatever” and by September of 1861, hardly one year after the Prince of Wales laid the cornerstone, the entire project budget had been expended.

Government officials blamed contractors for delays while the contractors in turn blamed Public Works for what they saw as unreasonable demands. In a dramatic turn, the project was halted, throwing some 1,700 labourers out of work as a Royal Commission attempted to determine the main cause of the unrest. Work did not resume until April of 1863 when the project lead was assumed by Québec architect Charles Baillairgé.‎‏'
