Except for a few special cases data-no-vote attribute is not present on 'agenda-pie's (Bug #3900)

Description
This makes the agenda pie charts reflect wrong picture, especially for members who hardly voted.
Also need to make sure data-abstain is always added properly (also looks very low).
And, need to fix the "no-vote" fill style setting with "transparent" currently it’s not set and its default color is black.

אין כל כך מעקב אחר abstain, לכן כל היתר מוצג כ-no-vote. שונה גם ה-js כך שיהיה שקוף עבור no-vote.
