ipanel.scout - Image path dirict to web.scout instead for ipanel.scout (Bug #3445)

Description
When I get to an image question, the image does not displayed.
When I look at the path of the image I saw that it’s
http://web.scout.co.il/files/survey/media/%D7%9E%D7%A1%D7%9A_%D7%94%D7%95%D7%93%D7%A2%D7%94700-900.jpg
obviously that this is incorrect because this is ipanel.scout and because of it the link should be
http://ipanel.scout.co.il/files/survey/media/%D7%9E%D7%A1%D7%9A_%D7%94%D7%95%D7%93%D7%A2%D7%94700-900.jpg
When I use this path (ipanel.scout) with I can see the image.

I fixed it. it was 2 values that referred to web.scout instead of ipanel.scout in
var/www/mobile.ipanel.co.il/htdocs/templates/Questions/10_Video.php, in lines 15 and 28.
NADAV - please insert this modification to your uploading mechanism so it won’t override this value in every update.
you may close this issue upon execution of the new modification script in respective values.

For now it’s fixed, but you need to make sure to not create this issue again when updating ipanel.scout

I’ve added the root paths to be dynamic. no need to be worried about overwriting. each server will get its own root path.
