Do we still need Saudi Arabia as a partner, after Yemen, Khashoggi, Qatar, etc.? Yes, but with caveats. Saudi always was a costly & flawed but necessary partner. That necessity remains; the two worst scenarios are a collapsed or hostile Saudi. But the costs have increased...(1/2)

Strong parallel between the Khashoggi murder and Saudi's sanctions on Canada: both are a message that criticism will be penalized. The huge difference is the escalation: Canada is a mid-sized player among critical countries whereas Khashoggi was a major player among dissidents.

Dennis Horak, Canada's ambassador expelled from Saudi (now retired), says when we sell weapons, we should expect them to be used. I agree; also, we haven't had a serious debate in Canada on the difficult issue of selling arms to a country like Saudi.

Much of the debate in the US on Saudi is, typically, very US-centric. Is MbS reckless because he lacks US support (Mead in the WSJ)? The opposite? In my view Trump is partly responsible. But the main driver of MbS's recklessness is, well, MbS, not the US, whatever the latter does
