has been on this case for the last 3 weeks. Lots of stonewalling by the Machakos police, leading us to seek intervention in Nairobi. Also, signficant insensitivity by school authorities who know about the problem but choose to look the other way.

To effectively address the key governance hindering progress within the counties, citizens need not only to highlight the issues but also organise politically and take action to demand accountability from duty bearers and the political leadership.

The residents of Kisumu and Siaya counties also raised concerns on the lack of harmony between MCAs and the county executive especially when it comes to the management of resources.

Other issues raised include lack of proper gender mainstreaming in the counties with regards to employment and budgeting. At he same time, gender based violence was highlighted as extremely prevalent within the counties.

Residents of Kisumu and Siaya Counties also lamented bad governance issues where corruption at the National level has cascaded to the county level and has consequently led to poor service delivery.

Children at a Catholic church run home in Machakos were interviewed and it came to light that 8 boys had been raped repeatedly for nearly 3 years. Locals indicate that child abuse in the home has gone on for the last 10 years

Why anchor the ICT changes on registration of persons in law that was commenced in 1949 when registration was for exclusion and labour ? . Its has been bypassed by 2 constitutions .
