You’re right. It is positive to draw this distinction between building in the blocs vs. building beyond them. Such a policy would help keep 2-state future as a viable option.

Blue-White platform: no unilateral withdrawal from West Bank. By keeping focus on settlement blocs, platform hints no building outside security barrier. While no mention of 2-state solution per se, implies maintaining viability for Palestinian entity in 92% of WB beyond barrier.

This morning Israeli security forces evacuated the illegal Amona outpost once again (1st time was Feb ’17). Security forces deserve recognition for taking down illegal outpost in the middle of the WB as settlers threw burning tires, stones, and barbed wire.

In first half of 2018, 75% of approval for construction plans were inside barrier. 78% of govt construction starts were outside of the barrier. So why the change now?
