Jacob Rees Mogg speaking to me live after vote said it is clear that a neutral motion is not amendable, quoting the standing orders: “the Speaker will follow the norms of Parliamentary procedure and will not take a cavalier or high handed approach”

Told by one Labour rebel that the Customs Bill calculations are “entirely different” - sounding quite supportive of frontbench position on comprehensive customs union. They’ll be watching for how frictionless the Government white paper is the test will be “no barriers to trade”

Six Tory rebels voted for Grieve amendment though not including Grieve... four Labour voted against it... Denis Skinner ringing around and persuading Ronnie Campbell not to rebel, apparently... short answer.. could have been defeated with 8 more rebels.

So Grieve agrees to back the Government after saying he co-wrote last paragraph of written ministerial statement... the neutral motion that will now be specified in the Bill, is under the standing order of the Commons (24B) “no amendments the it may be tabled”
