NEW: Councils also using IBM machine learning to put children into potential "gang" & "youth offender" boxes. The Counter Terror Unit is "keen to aid" the scheme. This is high tech profiling & seriously risks discriminating against poor and BME children.

For this new report I contributed a piece on the impact of the UK's broad surveillance & counter-terror laws on investigative reporting. Their chilling effect deters sources & has led some journalists (inc. me) to work on sensitive projects overseas b/c it is safer.
