Is capacity dev is a devolution of power? Using the term capacity dev reflect that are we are not in equal relation, I feel it is very colonial and top down. It should be 'capacity convergence'. One has to admit that as local community / organisation I have some capacity already.

Localization activists in South need much more support from Northern Organization and media, now I feel unless there are strong political or tax payers pressure from north, Aid burucrates will not relinquish power and continue to domesticate us, as we need to survive first.
