: Trends show abuse of counter terrorism law isn’t accidental. Global CT architecture at the UN has incentivized legislation without also incentivizing robust human rights protections. Definitions are a key problem & there is also no oversight.

My Report to HR Council addresses serious abuse of CT, CVE & PVE laws and practice by States when countering terrorism. Stifling NGO's & CSO is neither human rights complaint nor effective counter-terrorism policy. Time for global oversight of global CT practice.
