Baroness Hamwee: Should there be presumption against immigration detention?: I would welcome the Hardial Singh principles being put into statute. Hwvr it should be remembered that it is already the case that is unlawful to breach them as they exist in common law.

. is it time for an independent review of legal aid in England and Wales, as indeed there has already been in Scotland? Stephanie Harrison QC: yes it is vital. Reductions in legal aid, loss of appeal rights and the use of detention are interrelated.
