Anyone interested in a short but richly informative tutorial on major issues of MD should read the transcript; it's all in there. Plus, it was a great example/model of polite but vigorous debate of the issues. We need to see this more often.

On my drive home I listened to @NewsHour and the amazing debate on the MDR between @Cirincione and @RLHeinrichs. Great performance by both, More importantly, they delivered their opposing views (passionately, but no yelling) with crisp, concise and informed points. Must watch TV

That is how I read the difference. Obama prioritised regional and European missile defence to address the existing threats. The DPRKs successful satellite launch in Dec 2012 did drive the Pentagon to request additional GBIs - the expenditure probably does not show up until later.
