I'm not saying this decisively proves that art 51 only accepts self-defense against unlawful armed attacks by another state, but I don't think it's a "puzzling uncertainty." Seems like a pretty natural reading in light of context, other relevant rules, preparatory work, etc. /end

On the next page, you refer to the U.S. draft of May 12, which talks of individual self-defense against aggression by a state, and collective self-defense against armed attack. The latter seems like a subset of the former. 2/

Okay, this is the bit I don't follow. On p.213 of your (wonderful) book, you note that art 51 reconciles the Charter with the Act of Chapultepec, that "attack" has the same meaning in both. But the Act is all about "attacks" by one state against another.1/

After 15 months of public denials, finally accepted killing at least 40 civilians at al Mansoura in June 2018 - accepting the lowest estimate from 's own field studies. However placed the actual toll at a minimum of 150:

For WIP conferences, colloquia, etc, I agree this is the best approach. That said, I try to share my WIPs with at least one colleague who will tear apart every argument with remorseless logic, either in writing or in person (/Skype).
