The issue is known, and the author of the plugin has a workaround (https://github.com/dpa99c/cordova-diagnostic-plugin/issues/168#issuecomment-272847634), which is to use the newest version of the PhoneGap CLI (6.4.0), like so:
<preference name="phonegap-version" value="cli-6.4.0" />
Do note that this version uses a different version of the cordova-android platform (6.1.0), so you may need to update other plugins and/or modify your own code if it breaks under the newer version.
