Financial and Economic Analysis Office in the VRU
The Financial and Economic Analysis Office was established as part of a programme to support the reform of management of state finances in the Ukraine. On 19 November 2015, the Secretariat of the Verkhovna Rada of Ukraine, the German Gesellschaft für Internationale Zusammenarbeit (GIZ), the Westminster Foundation for Democracy (WFD) and the Ukrainian Parliamentary and Executive Internship Program Alumni Association «Interns` League» all signed a letter of intent at the Ukrainian Parliament. In accordance with this, the FEAO was established.
Mission:
To raise the quality of economic and financial legislation developed and adopted by the Verkhovna Rada of Ukraine, and improve the effectiveness of implementation of existing legislation, through providing financial, economic and legal expertise.
Philosophy:
«Delivering objective and impartial analysis of economic and financial legislation, producing rec-ommendations and working the Verkhovna Rada to put them into practice. Providing parliamentarians with expert advice in conducting their legislative functions and parliamentary oversight. Constant professional development to ensure the highest quality analyses and on-going improvement of our products, adapting to meet the needs and concerns of MPs and committees of Parliament».
Functions:
- Providing expert advice on harmonizing Ukrainian legislation to meet EU standards in accord-ance with the requirements of the Association Agreement between Ukraine and the EU in the fields of economy and finance;
- Providing financial and economic analysis in an accessible format to MPs or Committees in the Verkhovna Rada, both in the form of standard products and on-demand requests.

Victor Maziarchuk
Head of the Office
Received a master’s degree in “International Economic Relations” in Lviv Commercial Academy. Also studied Leadership and Management at J.F. Kennedy School of Government Harvard University and Leadership in Public Finance at the Kyiv School of Economics.
Victor has experience in commercial organizations in sphere of investment consulting and project management. From 2010 he worked in public service and worked as Advisor to the Minister of Economy of Ukraine, Deputy Director of Finance of the Ministry of Emergencies of Ukraine, and Deputy Director – Head of Project Administration Agency of the Department of National Projects of Ukraine. Since 2013 was director of the Department of Economic Analysis at the International Centre for Policy Studies (ICPS). In 2014 he became the chief expert of the “Public Finance” group at Reanimation Package of Reforms (RPR).

Ganna Tsarenko
Economic Analyst
Ganna holds a Master degree in Economic Theory (with honors) at the National University of “Kyiv-Mohyla Academy”. She has also received a Master degree in Advanced European Studies from the European College of Parma Foundation (Parma, Italy). Ganna worked as an analyst and project coordinator at think tanks and private companies. She took part in the projects of the World Bank, the European Commission, the OECD. Ganna has experience of internship and work at the Directorate-General for International Development and Cooperation (DG DEVCO) at the European Commission (Brussels, Belgium).

Pavlo Pirnykoza
Junior researcher
2015 – 2016: Intern in the Parliamentary Internship Program
In 2014, Pavlo obtained a Bachelor’s degree in Finance from Ternopil National Economic University (diploma with honors). In 2015, he obtained a Master’s degree in Taxation (diploma with honors). The topic of his thesis was «Fiscal and economic aspects of the shadow economy in Ukraine». In 2015, he became a PhD student in the Tax and Fiscal Policy Department of Ternopil National Economic University.

Ivanna Fedko
Junior researcher
2015 – 2016: Intern in the Parliamentary Internship Program
Ivanna holds a Master’s degree in Economic Theory (with honors) at the Faculty of Economics and Management of Kyiv National Economic University. Since 2014, she is a postgraduate student in Economic Theory in the school Accounting and Economics Faculties Political Economy Department). The theme of her thesis is «Small and medium businesses as a factor for the acceleration of economic development». In 2014, she participated in international training programmes in Bydgoszcz and Lodz (Poland) and in Budapest (Hungary), supported by the Robert Schumann Institute.

Nazar Burban
Legal expert
Received a master’s degree in “Law” at Taras Shevchenko National University of Kyiv. Researched legal and technical means of ensuring compliance of national law with international law. Nazar studied EU law at Comenius University in Bratislava.
Since 2012 Nazar has worked in a law firm. Nazar is the winner of the competition organized by the French Embassy in Ukraine, “The word for the rights.” From 2013, he worked in the field of waste management, production of the products to protect the environment. Fields of Nazar’s professional interest are: EU environmental law, financial law, administrative, and private international law.
