She probably means she needs to make sure there's no number 3 dissenter after her and Corker before she casts a meaningless show vote against. Same with Corker of course, who allowed it out of committee so he could pretend to vote no.
But if Roy Moore loses...that would make 3. If Corker was then to stick to his position, then almost all the pressure from both sides might fall on Collins. Just hypothesizing a possibility.
Also, I wouldn't completely rule out Jeff Flake or John McCain coming back around to vote it down.

First world, developed nations provide healthcare and college education to everyone in their population. This has the effect of raising living standards and lowering population growth. Look at poor countries with weak welfare systems and you will see millions living in poverty coupled with unsustainable, extreme population growth.
