This is precisely the point an official made to me earlier. Yes, they can technically do it. But scaling up at that pace could mean crippling a number of IR-1 machines in process.

which in theory means EU can wait until the end August when the next IAEA £ report comes out. But IAEA may decide to report Iran breaches to Board before then -- which would force Europe to make real decisions on its red lines on nuke accord implementation in coming weeks,
