1. value capture model of financing
2. value capture as "share" of taxes
3. value capture by sole-source developer/planner/vendor/land-owner/procurement partner
4. value capture by 3. who has hidden kernel of plan for over 15 months
#1 is not really the issue.

There has been oscillation in RFP, SL response, Framework Ag., PDA, & SL presentations betw. Quayside and Port Lands. It can surprise no one that SL wanted to play in larger area. BUT the LRT for tax $ proposal is shocking, esp. given # of "engagements" to try it. Thus, betrayal.

My husband left his wallet in a taxi right before Shabbat. The company didn't answer (already closed for Shabbat). Jerusalemites are renowned for their generosity & honesty, so am not the least bit surprised that the driver safeguarded it. Thank you Mohammed. #Jerusalem
