This. When asked for advice by NGO workers heading into Damascus (or anywhere Syria tbh) I suggest they challenge everything they see. Over years of frustration and limitation usual practices have moved. Ask why. Challenge them. Bring fresh eyes and humanitarian principles.

Need for significant capital investment due to war damage, high conflict and sanctions risk (pre-war, Syria exported 95% of its crude to Europe), looming depletion, as well as likely unfavorable government take rates - all in low oil price context - make recovery a daunting task.

Large fields around Deir Ezzor (Al-Omar etc - grey) receive lots of media coverage: Their rapid development was essential for Syria's fiscal transition in immediate post-Soviet era. But production has long been declining and extractive infrastructure suffered heavy war damage.

Yesterday Syrian Foreign Minister Walid Muallem announced was amending "Law 10" to increase the period of time property owners have to prove ownership if their land is tagged for development from 30 days to 1 year. The move follows extensive criticism of the law.
