Apparently a “pledge” made in July is not really a pledge until it becomes a “hard contribution” when an MOU is signed in August. And, the “hard contribution” doesn’t translate into actual cash until payment details are finalized in October.

Further to this: #US official now says “hard contribution, not pledge” of $100 million announced in August did not mean actual money in bank.
Transfer of actual cash from #SaudiArabia not formalized until Friday, two months after announcement.

Something does not add up here. Saudis announced delivery of this previously pledged money on Aug. 16. US welcomed and on Aug. 17 said it was a “hard contribution” (ie paid) and not a pledge. twitter.com/marklandler/st…

MR MCGURK: So – this is Brett. So these are not pledges. These are very hard contributions from these partners, particularly the $100 million from Saudi Arabia, which they announced yesterday, and we put a statement about that last night.
