It sounds like you’re definitely looking at the mobile web page (which is not the Instant App). What device do you have and what operating system are you on? Only certain devices and operating systems (Marshmallow and up) are supported right now so it’s possible it hasn’t hit your device. You also may have to turn instant apps on in your device…

Note: Android Instant Apps only work on Android devices running on Android 6.0

While AIA is currently only rolled out to 6.0 devices, I believe their intention is to support older operating systems since AIA is backed by Play Services. Don’t quote me on this though since it’s possible they’ll never go back to Lollipop — but it’s technically possible.

How do I test Vimeo instant app, as a user?

You’ll have to make sure the app isn’t installed first and then just clicking any Vimeo video link should work. Like this one: https://vimeo.com/190063150. If an app opens it in an internal browser (like Facebook does) it won’t work so you might need to click the link in an email or text message.
