We'd appreciate detailed review of this draft, especially from implementers. The features are pretty stable at a high level (we've been wanting to add them for awhile), but the spec details need review!

Added unit math to calc() (originally deferred from L3 due to complexity) Added back toggle() (dropped from L3 lack of impl)

(There will be a separate Block Layout Level 3 module someday, but not today. Please continue to reference 2.1 for block layout.)
