The W3C ODRL Community Group's aim is to develop and promote an open international specification for Policy Language expressions. The ODRL Policy Language provides a flexible and interoperable information model to support transparent and innovative use of digital assets in the publishing, distribution and consumption of content, applications, and services across all sectors and communities. The ODRL Policy model is targeted to support the business models of open, educational, government, and commercial communities through Profiles that enhance the model to align to their requirements whilst providing a common semantic layer for interoperability.

The W3C Permissions & Obligations Expression (POE) Working Group has published the First Public Working Drafts for the ODRL Information Model and the ODRL Vocabulary & Expression. These FPWDs provide a flexible and interoperable information model, vocabulary, and encoding mechanisms for describing statements about digital content usage. The deliverables are based on the previous reports created by the W3C ODRL Community Group and form the baseline for future enhancements by the POE WG.
In addition, the POE WG has published the Use Case and Requirements Note. These Use Cases will be reviewed and analyzed further into detailed requirements. The POE WG is calling for wider community feedback and contributions to the set of Use Cases to further enhance and improve the ODRL permissions and obligations expression language.
The group is primarily charted to take the CG specs through the W3C Process to “Recommendation” status and may produce additional “Notes” related to best practice.
The WG archives will be open to all to read and we will cross-post any and all important milestones/requests to the CG.
It is important to note that this CG will continue (even after the WG completes it work) and will always act as the community for ODRL/POE.
The ODRL Linked Data profile provides the vocabulary enabling the description of data licenses that may be applied to Linked Data resources (such as RDF documents, RDF statements, OWL ontologies, etc.) and the description of policies governing access conditions to Linked Data.

The Common Vocabulary has been updated with clearer defintions and action heirarchy as well as a revision of the core terms.
The XML Encoding has been updated to relect these changes.
