    no-one should be surprised that if the upload filters proposed under in article 13 of the EU copyright directive become mandatory, youtube will be one of the winners (they have the tech and the legal ressources competitors not so much).

    Sometimes well-intentioned regulation has the perverse effect of consolidating power to the largest players because they have the most resources to navigate novel legal or policy terrain.
