Under the most widely agreed upon, historically-continuous, definition, the answer is no. Terrorism is generally agreed upon to invlve non-state actor. There are some (Critical Terrorism Studies scholars and pundits like Glenn Greenwald) who disagree.

Great piece by on explaining the differences between terrorism and hate crimes. Every journalist should read this so that when they’re on air they know the difference between the two and use the terms appropriately.

(1) I thought it sounded high, too. However, Bryan Burrough's Days of Rage: America's Radical Underground, the FBI, and the Forgotten Age of Revolutionary Violence (New York: Penguin, 2015) is arguably among the most authoritative accounts of this subject. See p. 5.

6) The Gab social media platform is a cesspool for extreme rhetoric from white supremacists, who use it as a safe haven. Shows that while major platforms like Twitter and Facebook receive brunt of criticisms, smaller ones like Gab often evade such demands for accountability.

Actually, the very first thing CNN was evacuate our NYC offices because of a bomb threat. And I didn’t hear one CNN employee on TV or privately accuse anyone other than the bomber/s of being responsible for the devices. Not one.
