The US has plenty of ways (and has been using them) to pressure the formal aspects of the PA - see what they are doing with the rest of the arab world - targeting bilateral US assistance to the Pal people just cuts off relationship with the people, ignoring the government

I would like to see the US invest in the sort of civil society and other elements they would like to see come through to make their hopes of a deal work. This includes dealing with the fact that Israeli and Palestinian are the most fearful of each other in any age cohort

I think if you want to leverage the PA the only assistance they care about is the security assistance - the rest of it they don’t control so its a bit bizarre these are the tools to use. After both TFA and the 06 anti terror act there is no fiscal leverage over PA
|

3/ All in all this money is not leverage against the PA - its really urgently needed humanitarian assistance that goes directly through USAID to contractors. Look at recent GAO reports to show that the mission there is the most audited in the world and gets full clean audits
|

2/ The number more then $200 million is ambiguous meaning that the East Jerusalem Hospital Network and the CMM program might not be included but it is not clear. UNRWA is not part of ESF so is also not included.

1/ So what is in the $200 mill bilateral aid cut? Mainly humanitarian assistance programs - these don’t go anywhere near the PA. The PA got what it wanted a few weeks ago with the security assistance
