proposal to go through the City's democratic development review process
known as the Uniform
Land Use Review Procedure (ULURP). ULURP is meant to provide community
input and a democratic process for land use review in New York City and
it is mandated by the City Charter. For the FCR proposal the state and the
developer are overriding the City Charter and ULURP.
