The results of an action are what matter most. So who to vote for is determined by what their election will result in, and that includes what they themselves will do with the power, how other politicians will interact with them, how they will be perceived by foreigners (not the biggest factor, but it does have some relevance), the likely reactions of opponents, and so on.

Your imaginary situation doesn't have enough information to make those determinations. To answer your underlying question, I don't see a good way of formalizing into a systematic process the balance between personal flaws and likely actions.

Unfortunately? Democracy is indefensible. Even just in theory: taking the thoughts of the few people wise enough to rule, then reducing that down to a single dimensional vote, and then mixing that with a mass of votes from those who are not wise enough to rule (likely not wise enough to even rule their own lives well)... how can one expect anything good to come of this?

Britons are a people, not a mere citizenship (which is essentially just an entry in a database). This ad is definitely explicitly discriminating against native British people, who are a minority in London.

What's not OK is discriminating against Britons in Britain while simultaneously swamping Britain with non-Britons.
