It says: "Reform grandfather=assimilated father=non-Jewish grandson." As I said, it's a harsh knock on Reform Judaism's ability to maintain Jewish identity, though one even Reform Jews wrestle with. Not racist, unless you think Jewish identity is racist.

Well, that guy just blocked me so I can't check the sign again but, no, I don't think it's racist. It's a hard knock on Reform Judaism, saying that it leads to assimilation and loss of Jewish identity.

I'm not disputing its existence. As for what it's saying I think it would be more constructive to take it up with Google Translate. Enter מתבולל (the word he translates as the racist and loaded "miscegnates") into Google Translate and see what comes up.
