But I see the drug trade not as a socio-economic-psycho problem calling for understanding but as a bad people problem. A German professor in Munich agreed with me: bad people problems are solved not by rehab but offing them. They are good at what they do and won't stop doing it.

@ANCALERTS Thanks Henry OD; enjoyed it. Japanese ODA loans are in Yen, when converted to $ under same terms as Chinese loans, have higher interest than 2%. All other costs considered some times Japanese loans cost more. Trust Sonny D on this.
