Exactly. Plus illegality -- on their theory, as stated by Barr -- turns on whether Trump campaign associates participated in underlying hacking conspiracy.

Barr's description of Trump campaign involvement in Russia-WikiLeaks operation to distribute (includes timing, coordination of messaging) stolen emails was VERY NARROWLY worded compared to Barr's description of IRA and GRU hacking. And let's not just focus here on criminality.

Based on presser, I recommend paying attention to Mueller report on Trump campaign connections to Russia-Wikileaks ops to distribute stolen emails. Barr's wording was about whether their actions were illegal, and referenced to support of hacking (both odd qualifications).

Barr then adds: “we did not rely SOLELY on that in making our decision” – so they did rely IN PART on different legal theory of obstruction? Then says: “we accepted the Special Counsel’s legal framework for purposes of our analysis” – is 'framework' the same as legal theories?
