1/ OTD in 1868, the 14th amendment was ratified, declaring African Americans Unites States citizens. Among its provisions, the Amendment guaranteed equal protection for all citizens & detailed a right to vote provision for all males over age 21.

9/ In case of contumacy or refusal to obey a subpoena, any district court of the United States … or the District Court of the United States for the District of Columbia … shall have jurisdiction to issue … an order requiring such person to appear before the Commission.
